Individual containers must be labeled with NSN, Part Number, Serial Number, Quantity, Nomenclature, Purchase Order Number, and Line-Item Number. Packing lists and certifications go on the outside. Internal packing must prevent damage, and preservation must protect against corrosion for one year.

• Delivery: F.O.B. Destination. Delivery required within sixty (60) days After Receipt of Order (ARO) to Elizabeth City, NC. Early and partial deliveries are desired and will be accepted.

• Submission: Offers must include solicitation number, Offeror's name/address/phone, Unique Entity Identifier (UEI), EFT indicator, information for evaluation factors, responses to provisions requiring completion, and a statement of agreement with solicitation terms.

• Evaluation: Award will be made to the lowest priced, technically acceptable offeror representing the best value to the Government. Technical acceptability is based on the ability to provide new manufactured commercial items. Price will be evaluated for fairness and reasonableness. Delivery/Lead Time is critical, with a required 60-day ARO delivery.

• Award: The Government intends to award without discussions. Offers must represent the Offeror's best terms initially. The Government reserves the right to conduct discussions if necessary.

• The solicitation anticipates a sole source award to Safran Electronics & Defense.

• However, all responsible sources may submit a capability statement or quotation which shall be considered.

• This document incorporates numerous FAR and HSAR clauses and provisions, many with deviations. Key provisions include 52.212-1 (Instructions to Offerors), 52.212-2 (Evaluation), and 52.212-4 (Contract Terms and Conditions).

• Specific attention should be paid to security prohibitions and exclusions (52.240-90, 52.240-91) and fast payment procedures (52.232-90).

Statement of Work (SOW)

To obtain services for the inspection, repair, and/or overhaul of specific aircraft components for the U.S. Coast Guard (USCG).

• Services must be performed by an Original Equipment Manufacturer (OEM), an OEM Authorized Repair Center, or a Federal Aviation Administration (FAA) Certified 145 Repair Center.

• Contractors must comply with OEM specifications, Component Maintenance Manuals (CMMs), drawings, Service Bulletins, and Overhaul and Repair Instructions (ORI).

• The contractor is responsible for obtaining proprietary OEM documentation.

• USCG modifications to components must be retained unless otherwise specified.

• Specific coating requirements must be strictly adhered to.

• Repair levels include Inspect/Repair as necessary and Overhaul.

• Corrosion found during inspection requires thorough disassembly and repair/replacement according to OEM specifications. Corrosion on flight-critical components is not permitted and requires OEM evaluation.

• Components may be declared Beyond Economical Repair (BER) upon contractor request, with final determination by the USCG Contracting Officer (KO).

• Contractors must provide a Teardown and Inspection Report (TIR) detailing parts, labor, and charges.

• Components must be airworthy and suitable for USCG aircraft.

• A Federal Aviation Administration (FAA) airworthiness release (e.g., 8130-3 Certificate or EASA Form-1) or an authorized Certificate of Conformance is required for each repaired/overhauled component.

• Components must be cleaned to be free of hazardous dust (hexavalent chromium, cadmium, lead).

• Turn-around-time is sixty (60) days, with earlier delivery desired if no extra charges apply.

• The contractor must maintain a legible component tracking form for each tracked component, including part number, nomenclature, serial number, and specific rework performed.

• Packaging and preservation must comply with CMM, ANSI/ESD S541 or MIL-STD-2073 for ESDS components, and ATA-300 for other items, ensuring maximum protection.

• All inspections, tests, and checks must be performed to substantiate conformity to contract requirements.

The U.S. Coast Guard intends to test, evaluate, repair, and/or modify Throttle Quadrant A (P/N: 4260-0021-2, NSN: 1680-15-194-9810) and modify it to P/N: 4260-0021-3 (NSN: 1680-01-HS3-1360). These parts are replaced during Product Depot Maintenance (PDM) due to corrosion or damage.

The justification is based on the uniqueness of the items to a specific aircraft and the need to comply with OEM requirements and the USCG's authorized engineering authority. The Original Equipment Manufacturer (OEM), Aeronautica Militare-Comando Logistico-Stato Maggiiore (A8170), owns the rights to the technical data, specifications, and drawings necessary for repair. The Government does not own these rights and it is deemed uneconomical to purchase them. Safran Electronics & Defense is identified as the authorized OEM repair facility.

Market research was conducted, and the primary method for determining fair and reasonable pricing is "Market Research."
