Statement of Work (SOW) / Performance Work Statement (PWS)

This SOW outlines repair services required by the U.S. Coast Guard (USCG) Aviation Logistics Center (ALC) for components used on the HC-130J aircraft. • Firm fixed pricing will be used for all repair actions, including parts, labor, and materials, to restore components to RFI condition.

• Incorporation of Service Bulletins (SB) or repairs for Unusual Damage will be priced separately.

• Components must be repaired to meet minimum acceptable performance standards.

• Components must be returned in an airworthy condition and suitable for installation.

• Repairs must be performed in accordance with applicable technical directives and performance/test/acceptance criteria.

• A Quality Assurance System is required, including test component calibration and documentation.

• A Certificate of Conformance (COC) is required for each repaired component.

• The primary place of performance will be the Contractor's facilities or other USCG-approved locations.

• Required delivery dates will be provided in the order.

• Contractor Facility Certifications: Contractors must be FAA Repair Facilities, OEM Certified Repair Facilities, OEM Certified Distributors, or DoD/USCG Certified Facilities.

• Sub-contractors: Must meet the same certification requirements as the prime contractor.

• Applicable Documents: Contractors must have access to the latest editions of Original Equipment Manufacturer's Commercial Maintenance Manuals (CMM) and other relevant technical directives.

• Environmental Requirements: Parts must be cleaned to be free of hazardous dust (e.g., hexavalent chromium, cadmium, lead).

• Unusual Damage: Components received in a condition outside standard repair parameters (e.g., obvious misuse, cannibalization, crash damage) may be considered Unusually Damaged, requiring a separate price proposal.

• Reporting: Contractors must submit receipt of components reports, unusual damage reports, and Product Quality Deficiency Reports (PQDRs) as specified.

• Documentation: Component Repair Records (CRR) and Significant Component History Reports (SCHR) must be maintained and submitted as required.

    • Contractor must be a FAA Repair Facility, OEM Certified Repair Facility, or DoD Certified Repair Facility.
    • Sub-contractors must meet similar certification requirements.
    • A Quality Assurance System is required.
• Contract Terms and Conditions (52.212-4): Includes addenda for Purchase Order Requirements, Material Inspection and Receiving Report (MRR), Packing, Marking and Preservation, and Quality Assurance.
• Warranty: The contractor's standard commercial warranty will suffice.
