Statement of Work (SOW)

To repair and restore commercial distribution power to the Wawona Tunnel in Yosemite National Park, which was damaged by falling trees during a heavy winter storm in March 2026.

This SOW outlines the tasks required for the repair of a 2.4 kV, Solid #2 copper, three-phase overhead distribution line. Key tasks include:

• De-tensioning and dropping damaged conductors (Phases 2 and 3).

• Repairing and splicing damaged conductor sections to restore mechanical strength and electrical continuity using accepted industry standards for #2 solid copper.

• Rehanging and re-tensioning repaired conductors on poles, ensuring proper spacing, tension, and sag.

• Pole climbing and access to structures approximately 45-50 ft in height.

• Determining and preparing the safest access route, considering both a long route via right-of-way and a shorter, steeper route.

• Maintaining worksite control and protection of natural resources, and removing contractor-generated debris.

• Repairs must restore full mechanical strength and electrical continuity of conductors.

• Conductor spacing, tension, and sag must be consistent with industry practice and existing line characteristics.

• Worksite control must maintain safe working distances and protect adjacent natural resources.

• Work must be completed within five (5) days of issuance of notice to proceed.

• The location is the 2.4 kV overhead distribution line supplying power to the Wawona Tunnel, Yosemite National Park.

• Safety Plan: Contractor must prepare and implement a site-specific Safety Plan including Job Hazard Analysis, Electrical Safety Procedures, Fall Protection Program, Emergency Response Plan, Communication Protocols, PPE requirements, and Daily Tailboard/Briefings. The plan must be submitted and acknowledged by NPS before work begins.

• Labor & Qualifications: All electrical line repair workers must be qualified electrical workers or apprentices under direct supervision.

• Equipment: Contractor must provide climbing gear, fall protection, rigging, tensioning tools, and specialized line equipment. Vehicles must be suitable for steep, rocky terrain.

• Environmental Protection: Avoid damage to soil, vegetation, or cultural resources. Report any inadvertent discoveries.

• Government-Furnished Materials (GFM): NPS will provide Solid #2 copper conductor, polymer insulators, and other required replacement hardware.

• Government-Furnished Services (GFS): NPS will ensure the line is de-energized, provide on-site personnel for questions, and assist with access coordination.

• Completion Report (description of repair, confirmation of integrity/tensioning, notes on deficiencies).

• Photo Documentation of repairs (before, during, after).

• On-site Final Walkthrough with NPS personnel.

This solicitation is for the "Repair of Yosemite 2.4KV Overhead Distribution Line" at Yosemite National Park.
