• Vendor Requirements: Vendors repairing/overhauling Coast Guard aircraft components must be FAA 145 certified and perform at least 50% of the work at their FAA-certified facility. Awards will only be made to vendors deemed fully capable by division-level command-appointed Coast Guard Engineers or Equipment Specialists.

• The document incorporates numerous FAR and HSAR clauses by reference, including those related to small business concerns, labor standards, security, and trade agreements. Offerors are cautioned to review these incorporated provisions.

Statement of Work (SOW)

To obtain services for the inspection, repair, and/or overhaul of specific components for the U.S. Coast Guard.

• Services must be performed by an Original Equipment Manufacturer (OEM), an OEM Authorized Repair Center, or a Federal Aviation Administration (FAA) Certified 145 Repair Center.

• Contractors must comply with OEM specifications, Component Maintenance Manuals (CMMs), drawings, Service Bulletins, and Overhaul and Repair Instructions (ORI).

• The contractor is responsible for obtaining required OEM documentation.

• Specific OEM components may have USCG modifications that must be retained.

• Coating requirements must be strictly adhered to.

• Two levels of repair are defined: Inspect/Repair as necessary and Overhaul.

• Corrosion found during inspection requires thorough disassembly and repair/replacement as necessary, adhering to OEM specifications. Corrosion on Flight Critical components is not permitted.

• Contractors may request a Beyond Economical Repair (BER) determination for components requiring significant repair outside of standard procedures.

• Contractors must inspect for missing parts within fifteen days of receipt and notify the Contracting Officer (KO).

• A Teardown and Inspection Report (TIR) is required for all parts repaired or replaced, detailing part numbers, labor hours, labor rates, and other charges.

• Components must be thoroughly cleaned to remove hazardous dust (e.g., hexavalent chromium, cadmium, lead) prior to return.

• All parts must be airworthy and suitable for installation on USCG aircraft.

• An FAA airworthiness release (Form 8130-3) or EASA Form-1 is required for each component tested, repaired, and/or overhauled. A Certificate of Conformance may be used if authorized.

• Components will be tracked via the Coast Guard's Aviation Computerized Maintenance System (ACMS), requiring a Significant Component History Report (SCHR) and Component Repair Record (CRR) to accompany the component.

• Packaging and preservation must comply with CMM, ANSI/ESD S541, MIL-STD-2073, or ATA Specification 300, as applicable, to prevent damage and corrosion.

• Packaging must not include popcorn, shredded paper, styrofoam, or peanut packaging.

• Final inspection and acceptance will be performed by ALC Quality Assurance personnel.
