Statement of Work (SOW)

To obtain services for the inspection, repair, and/or overhaul of specific components for the U.S. Coast Guard.

• Services must be performed by an Original Equipment Manufacturer (OEM), an OEM Authorized Repair Center, or a Federal Aviation Administration (FAA) Certified 145 Repair Center.

• Contractors must comply with OEM specifications, Component Maintenance Manuals (CMMs), drawings, Service Bulletins, and performance requirements current at the time of contract award.

• The contractor shall obtain required OEM documentation (drawings, Service Bulletins, CMMs, specifications).

• USCG modifications to original configurations must be retained unless otherwise specified.

• Coating requirements must be strictly adhered to.

• Inspect/Repair: Includes failure analysis, defective part replacement, and testing to meet OEM functional requirements.

• Overhaul: Complete teardown, inspection, cleaning, replacement of consumables, and OEM-recommended 100% replacement components. Overhaul resets the component's Time Since Overhaul (TSO).

• Required turn-around-time is ninety (90) days after receipt of material (ARM), with earlier delivery desired if no extra charge.

• Services are for U.S. Coast Guard aircraft components.

• Contractor must provide an FAA airworthiness release 8130-3 Certificate or EASA Form-1 with each component tested, repaired, or overhauled. A Certificate of Conformance may be acceptable if authorized.

Justification for Other Than Full and Open Competition
