Evaluation Factors

  • Past Performance: Offerors must provide evidence of their ability to complete similar repair/refurbishment within the past 3 years and be certified as a qualified repair vendor for NWS. Up to three references are required. Satisfactory or higher performance is acceptable, with greater than satisfactory deemed better value.
  • Technical Approach: Evaluated on organization, staffing, management, and means to accomplish requirements, including:
    • Warranty: Longer warranty duration on repairs is more favorably evaluated.
    • Technical Capabilities: Greater technical capabilities and qualifications are more favorably evaluated.
    • Production Schedule: A more detailed production preparation schedule is more favorably evaluated.
  • Delivery Terms: A detailed production plan and delivery timeframe are required. Faster/earlier delivery is more favorable, but quoted terms must be met. Penalties apply for late delivery (2% for the first 14 days, an additional 5% for every 30 days thereafter).
  • Price: All-inclusive firm fixed pricing, including return shipping costs.

Submission Requirements

Offerors must submit a written quote valid for at least 30 calendar days, including company details (name, address, Unique Entity ID, CAGE code, Point of Contact with email and phone), pricing, and delivery terms.
