Quick Summary
The U.S. Coast Guard Surface Forces Logistics Center (SFLC) is seeking proposals for the repair and overhaul of 39 ROLLS-ROYCE COOLER, FLUID INDUSTRIAL (Heat Exchanger) units (NSN 4420-01-600-2330, P/N DDE 23535343). These units are critical for USCG CUTTERS, specifically the 45' Response Boat Medium (RBM). Scope of Work
The contractor will provide all labor and materials for the complete overhaul and repair services. This includes preliminary disassembly, inspection, detailed cost estimation, repair, testing, preservation, packaging, and marking. The objective is to restore each heat exchanger to a condition equivalent to a new unit. All replacement parts must be new Original Equipment Manufacturer (OEM) parts; non-OEM manufactured components like seals and cooler plates must be of equal quality. Specific requirements include using new grade 316 stainless steel pipe plugs, replacing illegible label plates, and affixing an anodized aluminum test data plate. Painting, if applicable, requires a primer and "Machinery Gray" finish coat (Federal Standard 595 color 16376) with a dry film thickness of 4-6 mils.
