Scope of Work

The contractor will provide comprehensive overhaul services to restore six (6) Detroit Diesel Inc. 6V92 DDEC IV engines (three Port and three Starboard) to their original design and technical specifications. The scope includes:

  • Disassembly and Inspection: Complete engine disassembly, cleaning, and inspection. A Coast Guard Contracting Officer Technical Representative (COTR) must witness inspections.
  • Condition Report & Cost Proposal: Submission of a detailed report outlining required parts, repairs, labor, and estimated costs.
  • Component Replacement: Mandatory replacement of specific new parts including cylinder liner kits, gaskets, seals, ECM, engine wiring harness, all sensors, injectors, turbocharger, blower, exhaust system components, jacket water pump, raw water pump, oil pump, regulator, relief valve, and walker air separator system. Only genuine Detroit Diesel Inc. manufactured parts are acceptable.
  • Testing: Performance of standard production dynamometer tests to ensure maximum design performance, witnessed by a COTR. Any leakage of fuel, coolant, or lubricating oil during testing will result in failure.
  • Preservation & Painting: Engines must be preserved according to Detroit Diesel special instructions (e.g., SEHS9031-01) and painted Detroit Diesel Green (p/n 5194975) after cleaning and masking.
  • Shipping: Shipping of the overhauled engines to Baltimore, MD.

The USCG does not possess proprietary data, drawings, specifications, or schematics for these parts, and substitute parts are not acceptable.

Evaluation & Award

The total firm fixed price should include all necessary equipment, labor (estimated repair cost), and a loaded composite hourly rate. A material percentage will also be proposed for shipping, handling, and other associated costs. The final repair cost will be based on negotiated hours and rates after the "Open, Inspect and Report" (OIR) phase and Contracting Officer's approval. Offerors must be registered in SAM.gov, and FAPIIS records will be reviewed.
