• Vendors must be FAA 145 certified and perform at least fifty percent (50%) of the work at their company's FAA certified facility.

• Offers must be submitted by the exact time specified in the solicitation.

• Late submissions, modifications, revisions, and withdrawals of offers are subject to specific rules.

• The Government intends to evaluate offers and award a contract without discussions.

• Technical Acceptability will be evaluated to determine an overall rating of "acceptable" or "unacceptable".

Statement of Work (SOW)

To obtain services for the inspection, repair, and/or overhaul of specific aircraft components from an Original Equipment Manufacturer (OEM), an OEM Authorized Repair Center, or a Federal Aviation Administration (FAA) Certified 145 Repair Center acceptable to the Coast Guard.

• Services include inspection, repair, and overhaul of components as per an attached schedule.

• Repair Centers must comply with OEM specifications, Component Maintenance Manuals (CMMs), drawings, Service Bulletins, and Overhaul and Repair Instructions (ORI).

• Contractors must obtain required OEM drawings, Service Bulletins, and CMMs as they are proprietary.

• USCG modifications to OEM components must be retained unless otherwise specified.

• Coating requirements must be strictly adhered to.

• Levels of repair include:

  • Inspect/Repair as necessary: Inspection, failure analysis, part replacement, and testing to meet OEM functional requirements.
  • Overhaul: Complete teardown, inspection, cleaning, replacement of consumables, and OEM recommended 100% replacement of components showing excessive degradation. Overhaul resets the component's Time Since Overhaul (TSO).

• Corrosion found during inspection requires disassembly to the extent necessary for removal or replacement, adhering to OEM specifications. Corrosion on flight-critical components is not permitted and requires OEM evaluation.

• Contractors may request a Beyond Economical Repair (BER) determination, but only the USCG can make this determination.

• Contractors must inspect for missing parts within fifteen calendar days of receipt and notify the Contracting Officer (KO) in writing.

• A Teardown and Inspection Report (TIR) identifying parts for repair/replacement, unit prices, labor hours, and other charges is required within five calendar days of inspection.

• Components must be returned to an airworthy condition suitable for installation on USCG aircraft.

• A Federal Aviation Administration (FAA) airworthiness release 8130-3 Certificate or EASA Form-1 must accompany each component tested, repaired, or overhauled. A Certificate of Conformance may be used if authorized in writing by the KO.

• Components must be thoroughly cleaned to be free of hazardous dust, including hexavalent chromium, cadmium, and lead.

• The contractor must maintain a legible component tracking form for each tracked component, including part number, nomenclature, serial number, and rework performed.

• Required turn-around-time is ninety (90) days after receipt of material (ARM). Earlier delivery is desired if no extra charges are incurred.

• Shipping and packaging must comply with applicable CMMs, ANSI/ESD S541, MIL-STD-2073, and Air Transport Association (ATA) Specification 300.

• Preservation protection must prevent corrosion, deterioration, and decay for at least one year of warehouse storage.

• Packaging must not include popcorn, shredded paper, styrofoam, or peanut packaging.

• Contractor must be ISO 9000 compliant or have a quality system acceptable to the USCG.

• The USCG tracks serial number components via the Aviation Computerized Maintenance System (ACMS).

• The USCG reserves the right to invoke Defense Contract Management Agency (DCMA) requirements.

• Final inspection and acceptance will be performed by ALC quality assurance personnel.

Justification for Other Than Full and Open Competition

This document justifies a sole-source procurement for the repair of four (4) SPINNER P/N 790185-2 NSN 1610-01-530-8098 HC-144 aircraft parts. These parts are intended for placement in ALC Ready-For-Issue Inventory for future requirements and installation on a USCG Aircraft.

• Authority: FAR 12.102(a), FAR Class Deviation 25-21 Rev. 1 for FAR Part 12.

• Justification Type: Only One Source Is Available.

• Rationale: The services are procurable only from the original equipment manufacturer (OEM) approved source, Aircraft Propeller Services (CAGE Code 1TLK8).
