Scope of Work

Both projects entail comprehensive renovations of Unaccompanied Personnel Housing (UPH) buildings. Draft specifications and drawings are provided for informational purposes.

  • Project 1 (Bldg 760): Full renovation of Building 760, including exterior walls, interior finishes, windows, doors, latrine, kitchenette, living, laundry room, interior electrical, plumbing, fire protection, HVAC, and communications systems.
    • Anticipated Period of Performance: 458 Calendar Days.
    • Anticipated Solicitation: March 2026 (Invitation for Bid - IFB).
  • Project 2 (Bldg 581): Full renovation of Building 581, covering similar elements as Building 760.
    • Anticipated Period of Performance: 732 Calendar Days.
    • Anticipated Solicitation: Fiscal Year 2027 (Invitation for Bid - IFB).

Draft specifications and drawings outline detailed requirements for materials, systems, hazardous material remediation (asbestos, lead), safety, environmental controls, cybersecurity, and commissioning.

Eligibility & Requirements

This opportunity is strictly for local sources only, defined as firms physically located and licensed to conduct construction business in Japan.

  • Licensing: Offerors must possess a Japanese civil construction (doboku isshiki koji) or architectural construction (kenchiku isshiki koji) license, verifiable on the MLIT website, by the proposal due date.
  • SAM Registration: All interested companies, including joint ventures, must be registered in SAM.gov.
  • CMMC 2.0: Solicitations issued on or after November 10, 2025, are anticipated to require Basic (Level 1) CMMC certification or higher. Firms without this certification will not be eligible for award.
  • SOFA Status: The U.S. Government will not offer "United States Official Contractor" status under Article XIV of the US-Japan Status of Forces Agreement (SOFA) to U.S. contractors normally resident in the United States.
