Eligibility & Requirements
This opportunity is strictly for local sources only, defined as firms physically located and licensed to conduct construction business in Japan.
- Licensing: Offerors must possess a Japanese civil construction (doboku isshiki koji) or architectural construction (kenchiku isshiki koji) license, verifiable on the MLIT website, by the proposal due date.
- SAM Registration: All interested companies, including joint ventures, must be registered in SAM.gov.
- CMMC 2.0: Solicitations issued on or after November 10, 2025, are anticipated to require Basic (Level 1) CMMC certification or higher. Firms without this certification will not be eligible for award.
- SOFA Status: The U.S. Government will not offer "United States Official Contractor" status under Article XIV of the US-Japan Status of Forces Agreement (SOFA) to U.S. contractors normally resident in the United States.
