Statement of Work (SOW)

To obtain services for the inspection, repair, and/or overhaul of components for the U.S. Coast Guard (USCG) Original Equipment Manufacturer (OEM) or authorized repair centers.

• Services must be performed by an OEM, an OEM Authorized Repair Center, or an FAA Certified 145 Repair Center.

• Contractors must comply with OEM specifications, Component Maintenance Manuals (CMMs), drawings, Service Bulletins, and Overhaul and Repair Instructions (ORIs).

• Contractors must obtain required OEM documentation as it is not provided by the USCG.

• USCG modifications to original configurations must be retained unless otherwise specified.

• Coating requirements must be strictly adhered to.

• Repair levels include:

  • Inspect/Repair as necessary: Inspection, failure analysis, defective part replacement, and testing to meet OEM functional requirements.
  • Overhaul: Complete teardown, inspection, cleaning, replacement of consumables, and OEM recommended 100% replacement components, resetting Time Since Overhaul (TSO).

• Corrosion found during inspection requires disassembly to the extent necessary for removal or replacement of affected parts, following OEM specifications. Corrosion on Flight Critical components is not permitted and requires OEM evaluation.

• Contractors may request a Beyond Economical Repair (BER) determination from the Contracting Officer (KO) if repair costs exceed scope.

• Contractors must inspect for missing parts within fifteen calendar days of receipt and notify the KO.

• Components must be thoroughly cleaned to remove hazardous dust (e.g., hexavalent chromium, cadmium, lead) prior to return.

• Turn-around-time is ninety (90) days after receipt of material (ARM), with earlier delivery desired if no extra charges apply.

• Components must be airworthy and suitable for installation on USCG aircraft.

• A Federal Aviation Administration (FAA) airworthiness release 8130-3 Certificate or EASA Form-1 is required with each component, or a Certificate of Conformance if authorized.

• Packaging and preservation must comply with CMMs and relevant standards (e.g., ANSI/ESD S541, MIL-STD-2073, ATA-300) to afford maximum protection.

• Packaging must be labeled with specific identifiers (NSN, Part Number, Serial Number, etc.).

• Internal packaging material must prevent damage, corrosion, deterioration, and decay for at least one year of warehouse storage. No popcorn, shredded paper, styrofoam, or peanut packaging.
