Scope of Work
The contractor shall provide all qualified personnel, labor, transportation, tools, equipment, materials, and services to repair/replace traffic light controls and cameras at the intersections of Arnold Drive at Cannon West and Arnold Drive at Arkansas Drive on Little Rock AFB. This includes installing fully operational traffic signals with camera switches for camera control at each intersection, ensuring compatibility with existing controls, and providing certified training for up to 20 Civil Engineering (CE) personnel on system programming, use, and maintenance. All work must comply with Federal, State, and local regulations, codes, and the Manual on Uniform Traffic Control Devices (MUTCD).

Evaluation Criteria
Award will be based on Best Value, considering Price and Technical Evaluation/Capability as equally important. Offers will be ranked by price and then evaluated for technical capability. "Acceptable" offers meet specifications; "Unacceptable" do not. The technical evaluation will continue until at least three acceptable offerors are identified, or all offers if fewer than three.
