Evaluation
Award will be made to the responsible offeror whose quote is most advantageous to the Government, based on a Best Value Trade-off approach. The evaluation will consider Non-Price Technical Solution (Technical Approach, Experience, and Past Performance) to be significantly more important than price. However, as non-price factors become more equal, price will become a more significant determining factor. The Government intends to award a single firm fixed-price purchase order on an all-or-none basis. Offerors must provide at least three (3) past performance references or affirmatively state they have none.
