The objective of this project is to completely replace the two existing Air Handler Units (AHU-4 and AHU-5) at the National Agricultural Library (NAL) in Beltsville, MD, according to the provided 100% Design Package.

• Demolition: Removal of existing AHU-4 and AHU-5, including associated components such as housing, frames, piping, pumps, VFDs, and controls.

• Installation: Supply and installation of new AHU-4 and AHU-5, including all associated components.

• Ancillary Systems: Installation of new VAV terminals in existing ductwork, and integration of new AHU controls into the existing Building Automation System (BAS).

• Temporary Cooling: Provision and installation of temporary cooling for specific office areas during construction.

• Commissioning: Commissioning of new systems in coordination with the Commissioning Authority (CxA).

• Services: The contractor shall provide all necessary services, field labor, equipment (cranes, rigging, etc.), materials, testing, and personal protective equipment. No government equipment or services will be provided.

• Place: National Agricultural Library (NAL), 10301 Baltimore Ave, Beltsville, MD 20705.

• Period of Performance (POP): 180 Calendar Days after receiving the Notice to Proceed (NTP).

• Work Hours: Generally Monday - Friday, 7:30 am to 4:30 pm, except Government Holidays. Changes require written CO approval.

• Occupied Facility: The facility will be occupied during construction. The contractor must minimize impact on daily operations and ensure the building remains functional. Limited outages are permissible.

• Site Visit: A mandatory site visit is required to submit a technically acceptable quote.

• Codes and Standards: Work must comply with specified codes including ARS Facility Design Standards, IBC-2021, IEBC-2021, ASCE 7-16, AISC 360-16, AWS D1.1/D1.1M:2015, ADA, AMCA, ANSI, ASHRAE, ASME, EPA, NEC, NFPA, OSHA, RCRA, and SMACNA.

• Permits & Licenses: Contractor is responsible for obtaining all necessary permits and licenses.

• Quality Control: Contractor is exclusively responsible for quality control. Continuous audit by COR and LM.

• Safety: Contractor must comply with all safety codes and submit a Site-Specific Safety Plan (SSSP) within 14 days of award. Contractor is responsible for site safety and security.

• Housekeeping: Maintain a clean site, free of debris, and restore disturbed areas. Daily and weekly waste disposal required.

• Documentation: Submittals (shop drawings, product data, O&M data, etc.) are required in advance of material use. Review periods are 7 days for contractor and 14 days for Government.

• Warranty: One (1) year guarantee for workmanship and material failures from the date of final acceptance.

• Project Schedule: Contractor must provide a CPM project schedule within 7-14 calendar days of award.
