Submission Requirements
Offerors must submit proposals electronically to david.hildebrand@usda.gov. Required documents include a transmittal summary letter, completed and signed SF 1442, acknowledgments of all amendments (including Amendment 0001 and 0002), a fully executed SF 24 Bid Bond (20% of proposed price, not to exceed $300,000), and two recent and relevant experience references. Failure to acknowledge amendments will result in technical unacceptability.
Important Notes
A mandatory site visit was held on April 14, 2026. Questions from industry were due by April 21, 2026, with responses provided in Attachment 5. Amendment 0001 incorporated FAR 52.222-90 (DEI Discrimination), and Amendment 0002 extended the proposal due date and added attachments. Bidders must be registered in SAM.gov.
