REPLACE 2ND DIVISION FLAGPOLES

Statement of Work (SOW)

To replace two existing flagpoles at the Second Division Infantry Memorial (WHHO) located at 17th St NW & Constitution Ave NW, Washington, DC.

• Demolish and legally dispose of two existing flagpoles off-site.

• Furnish and install two new commercial-grade, 40' aluminum, electrically operated (automatic) flagpoles.

• Install new foundations, internal wiring, controls, and all necessary components for a complete and fully operational system.

• Connect new flagpoles to existing site electrical infrastructure, including conduit, wiring, and terminations.

• Protect existing monument, hardscape, landscaping, and surrounding site features from damage.

• Test the system for functionality upon completion.

• Provide on-site training for designated staff on operation and basic maintenance of the automatic flagpole system.

• New flagpoles to be powder coated white and mounted in existing metal bases.

• Existing flagpole eagle finials to be stored and remounted on new flagpoles.

• Bases to be cleaned of dirt, grime, and oxidation without damaging patina.

• Underground wiring to be routed in Schedule 40 or Schedule 80 PVC conduit.

• Automatic system allows for raising/lowering flags via ground-mounted control box or pole-mounted controls.

• Manual control for setting flags (raised, half-staff, lowered) in case of automatic control failure.

• Integral photocell for dawn-to-dusk operation (if applicable) must be overrideable.

• Flagpole controls must have a lockable, tamper-resistant enclosure.

• Work must be performed in a professional, orderly, and safe manner.

• Site must be maintained in a safe, neat, and orderly manner; debris to be cleaned up daily.

• All contractor-generated refuse to be hauled from the site daily.

• Work must minimize disruption to park operations.

• Compliance with all applicable OSHA, Federal, state, and local safety laws and regulations.

• Proper Personal Protective Equipment (PPE) must be used.

• Damage caused by the contractor must be repaired or replaced at contractor's expense.

• Materials and methods must meet or exceed current local, State, and Federal codes.

• Location: President's Park, near the intersection of 17th Street NW and Constitution Ave NW, Washington, DC.

• Performance Period: 60 days from notice to proceed.

• Work Hours: 7:00 AM to 4:00 PM, Monday through Friday (exceptions require advance approval).

• No work allowed on Federal holidays or weekends.

• No permits are needed for this project.

• Contractor must provide one on-site supervisor fluent in English.

• Contractor employees must conduct themselves professionally and safely.

• Contractor must not block lanes of traffic on Constitution Avenue.

• Contractor must provide manufacturer's product data, installation recommendations, samples (if required), and MSDS for COR review and approval prior to use of materials.

• Personnel performing work must be fully qualified and experienced.

• Contractor must develop and implement a construction quality process.

• Contractor must assign a competent person to oversee work with authority to stop or correct unsatisfactory work.

• Contractor must perform quality control inspection, documentation, sampling, and testing.

• Contractor must notify COR of any significant deviation affecting cost or time.

• The Park will handle work relevant to the National Environmental Policy Act or National Historic Preservation Act.

• Submittals require 14 days for review and approval.

• Final inspection will be scheduled upon contractor notification of completion.

• Cleanup includes legal disposal of trash, debris, and restoration/refinishing of any damaged surfaces.

Solicitation / RFP / RFQ

This document is a combined synopsis and solicitation (RFQ 140P8526Q0037) for commercial items. The National Park Service intends to award a firm-fixed-price contract for the replacement of flagpoles at the Second Division Infantry Memorial (WHHO) located at 17th St NW & Constitution Ave NW, Washington, DC. This announcement is the only solicitation that will be issued; a written solicitation will not be provided.

• Removal and replacement of two (2) new commercial grade 40' aluminum, electrically operated (automatic) flagpoles.

• Required Submittals: Completed SF 1449, signed acknowledgement of SF 1449, signed amendments (if applicable), completed provisions (including FAR 52.204-24, FAR 52.212-3(v)(2)(i), FAR 52.229-11), Past Performance submission, and Relevant Experience submission.

• This acquisition is a 100% Total Small Business Set-Aside.
