Statement of Work (SOW)

To procure the turnkey removal and replacement of three (3) existing outdoor HVAC condensing units and five (5) interior thermostats at the U.S. Coast Guard Aids to Navigation Team (ANT) Long Island Sound facility in New Haven, CT.

• Removal and proper disposal of three existing air-cooled outdoor HVAC condensing units.

• Installation of new condensing units that match existing system tonnage, BTU capacity, voltage, and phase, meeting or exceeding current SEER rating standards and compatible with existing indoor equipment.

• Installation includes new refrigerant line sets (if required), filter driers, service disconnects (if required), electrical whip connections, mounting pads (if required), vibration isolation pads, anchoring hardware, and reconnection to existing ducted systems.

• Recovery of all refrigerant in accordance with EPA regulations, with documentation of proper recovery and disposal.

• Removal and replacement of five existing thermostats with programmable digital thermostats compatible with the installed HVAC systems.

• Proper mounting, leveling, wiring, programming, and testing of new thermostats.

• Pressure testing, evacuation, charging with refrigerant, and full commissioning of all systems.

• All work to be performed by licensed HVAC contractors with EPA-certified technicians for refrigerant handling.

• All work must be performed in a professional and workmanlike manner.

• Compliance with manufacturer specifications, International Mechanical Code (IMC), National Electrical Code (NEC), EPA refrigerant handling requirements, and all applicable federal, state, and local codes.

• Systems must be commissioned to verify correct operation.

• Location: ANT Long Island Sound, 120 Woodward Ave, New Haven CT 06512-3628.

• Period of Performance: Thirty (30) calendar days from the date of Notice to Proceed (NTP).

• Contractor shall provide all labor, materials, equipment, refrigerant, electrical components, controls, supervision, transportation, tools, and incidentals.

• A minimum one (1) year warranty on all labor and installation is required. Manufacturer warranties for units and thermostats must be provided.

• Offerors are highly encouraged to conduct a site visit prior to proposal submission.

• Potential presence of lead and asbestos-containing materials requires contractor inspection, testing, and remediation/encapsulation in accordance with regulations.

This is a Request for Quotation (RFQ) for the replacement of three HVAC units and five thermostats at the USCG ANT LIS facility located at 120 Woodward Ave, New Haven, CT. The contractor shall provide all necessary labor, materials, equipment, refrigerants, electrical components, controls, supervision, transportation, tools, permits, and incidentals.
