A Statement of Work (SOW) is attached for detailed requirements.

Statement of Work (SOW) / Performance Work Statement (PWS)

To modernize the existing BAK-15 barrier control system at Columbus AFB by replacing the outdated radio signal-controlled system with a new, modern fiber-controlled hard-wire system.

• Demolish existing BAK-15 controls, boxes, and associated power services.

• Furnish and install new disconnects, electric service, conduit, conductors, and equipment pads for the BAK-15.

• Demolish the existing control system, retaining only existing sensors integrated into the barriers.

• Furnish and install new, properly rated enclosures for the control system and disconnects, including concrete repair as needed.

• Install a new programmable logic controller (PLC) to control the existing AAS BAK-15, compatible with existing mechanical components and sensors.

• Install a new battery backup and charger system.

• The new system must function without an internet connection.

• Perform all testing and verification to ensure the new system is fully operational, with barriers capable of raising in under 10 seconds.

• Make final connections for the control system between the BAK-15, Runway Supervisory Units (RSUs), and the Air Control Tower.

• Demolish and repair damage to control panels and radio components in the Air Control Tower and both RSUs.

• Install new control panels in the Air Control Tower and RSUs, with capabilities for raising/lowering barriers, control transfer, and status indication (raised/lowered, armed/unarmed, control assignment).

• Perform final fiber connections to integrate the system.

• Barriers must raise in under 10 seconds from raise input.

• System must function without an internet connection.

• The total Period of Performance for this project is 210 days.

• Location: Columbus AFB, Mississippi.

• Work may need to be performed after hours to avoid mission interruption.

• Contractor must comply with all related AF requirements, codes, and references.

• Trenching and ground repair required for new electrical service installation; runway/taxiway pavement must not be disturbed, and boring under pavement is required.

• Airfield waiver procedures must be followed, including a FOD control plan and potential restrictions on airfield operations.

• Adherence to safety, health, and environmental protection regulations is mandatory.
