Justification and Approval (J&A) for Other Than Full and Open Competition

This document justifies the use of other than full and open competition for the procurement of HVAC chillers for Department of the Air Force (DAF) installations. The goal is to limit HVAC chiller brands at each installation to reduce overall total cost of ownership (TCO) through standardization.

• The J&A covers HVAC chiller purchases from October 1, 2024, through September 30, 2029.

• Estimated demand is 1,654 units, with an estimated value of $437.5M.

• The strategy involves selecting approved HVAC chiller brands for each installation, which can then be procured competitively among authorized distributors.

• This J&A supports multiple DAF installation-level HVAC chiller contracts.

• The authority cited is FAR 6.302-1, "Only One Responsible Source - No Other Supplies or Services Will Satisfy Agency Requirements."
