Statement of Work (SOW)

To replace the existing air storage system at X-311 Inside Machine Shop, Bldg. A-48, Ship Repair Facility and Japan Regional Maintenance Center (SRF-JRMC), US Naval Base Yokosuka. The new system will be used for storage of 6,000 psig and 3,000 psig breathing air.

• Replace the existing air storage system with a new one.

• Furnish all labor, materials, equipment, transportation, and supervision.

• Ensure all components comply with OSHA Safety and Health Standard (29CFR1910).

• Install components in accordance with manufacturer's technical instructions.

• Deliver and unload materials to the installation site in Bldg. A48.

• Conduct operational tests after installation to verify system functionality.

• Air provided must meet Diver's Breathing Air in U.S. Navy Diving Manual, Grade L SCBA Air in CGA G-7.1, and Grade E SCUBA Air in CGA G-7.1.

• Specific requirements for constituent percentages (Oxygen, Carbon Dioxide, Carbon Monoxide), odor, taste, dew point, volatile organic compounds, and condensed oil/particulates are detailed.

• Gas-wetted surfaces must meet Level C of ASTM G93 or better.

• Cylinders must comply with ASME standard, be fabricated and cleaned for breathing air, have a 6,000 psig pressure rating, and a 500 cubic feet capacity.

• Operational tests include checking pressure gauges and conducting a leak check.

• The system is installed at X-311 Inside Machine Shop, Bldg. A-48, Ship Repair Facility and Japan Regional Maintenance Center (SRF-JRMC), US Naval Base Yokosuka.

Solicitation / RFP / RFQ

This solicitation is for the "Replace Air Storage System" (Item 0001). The acquisition is unrestricted and is set aside for small businesses.

• The primary deliverable is the "Replace Air Storage system".

• Detailed specifications and requirements are provided in "Attachment I Statement of Work (SOW)".

• The contract will be a Firm Fixed Price arrangement.

• The required delivery date is 30 September 2026.

• Quotations must be submitted on an "All or None" basis; partial or incomplete quotations are ineligible for award.

• Required submission items include:

  • SF 1449 (Solicitation No.: N6264926QB022) or quote sheet (signed copy)
  • Price quotation with detailed breakdown (one copy)
  • Published Price List (if available) (one copy)

• The offer due date is 16 March 2026, 01:00 PM.

• Evaluation will be based on "Price and Past Performance (Best Value Tradeoff)".

• This acquisition is unrestricted.

• It is also set aside for small business.

• The solicitation is intended only for sources duly authorized to operate and do business in Japan, as prescribed by DFARS 252.225-7042. Prime Contractors outside of Japan must submit documentation demonstrating compliance with DFARS 252.225-7042.

• The North American Industry Classification Standard (NAICS) code is 333912.

• Payment will be made by electronic funds transfer (EFT).

• Inspection and acceptance will be at the destination.
