Statement of Work (SOW) / Performance Work Statement (PWS)

To remove and dispose of the existing Rooftop Unit (RTU) at Building 34, Stratton Air National Guard Base, and install a new, fully functional RTU. The new unit must be integrated with the building's existing ductwork, electrical supply, and Direct Digital Control (DDC) system.

• Purchase, deliver, and install one (1) RTU with at least a 15-ton cooling capacity, 2-stage compressor, economizer package, convenience outlet, and 208V/3 phase power.

• Ensure all personnel working on regulated or environmental systems meet applicable licensing and certification requirements.

• Reuse existing disconnects; perform necessary electrical and piping modifications.

• Remove and dispose of the existing RTU according to NYS and EPA regulations; retain scrap value.

• Match existing ductwork to new RTU supply and return openings.

• Interface the new RTU with the existing Johnson Controls Metasys DDC system, including all necessary programming.

• Install a new, weather-tight roof curb or adapter, including sealing and caulking.

• Seal all penetrations, including roof and associated ductwork.

• Obtain NYS Professional Licensed Engineer certification for any alterations to existing support structures, subject to COR approval.

• Contractor Requirements:

  • Comply with all installation access and local security policies; provide information for background checks.
  • Ensure compliance with DoD, HAF, and local personal identity verification requirements.
  • All contractor and subcontractor employees must complete AT Level I awareness training within 10 days of contract start.
  • Provide OPSEC training to employees within 90 days of assignment and annually thereafter.
  • Strict enforcement of policy against controlled substances (including marijuana) on installation; violators will be denied entry and may be prosecuted.
  • Establish an adequate and safe work zone.
  • Maintain site cleanliness and recycle construction debris, submitting weigh slips to the 109 Environmental Management Office.
  • Immediately report any unforeseen project conditions to the COR.
  • Obtain COR approval prior to any utility shutdowns.
  • Notify COR prior to material or equipment delivery; ensure someone is available to receive and safely store materials.
  • Contractor work hours are 0700-1530, Monday through Friday. No work permitted on Government holidays.
