Replace Building 7 Boilers - Stratton Air National Guard Base

Statement of Work (SOW) / Performance Work Statement (PWS)

To replace two existing boilers in Building 7 at Stratton Air National Guard Base with new, fully functional, high-efficiency boilers, ensuring the system can meet a demand of 5.5 MMBtu.

• Demolish and remove existing boilers and associated piping, venting, and electrical components.

• Assume ownership of removed boilers/metal and arrange for off-base disposal.

• Furnish and install two new boilers with a combined capacity of at least 5.5 MMBtu.

• Furnish and install a new, adequately sized expansion tank.

• Install a low-flow water meter on the make-up feed line.

• Replace valves and perform power-flushing to remove system sludge.

• Pipe new boilers according to manufacturer recommendations, ASME Boiler and Pressure Vessel Code, and International Mechanical Code.

• Provide and connect all necessary piping, venting, electrical, and control components.

• Connect the new boiler system to the base's Metasys control system.

• Perform complete system start-up, testing, and commissioning using a factory-authorized representative.

• Provide operation and maintenance manuals, warranty information, and start-up reports.

• Provide start-up training to facility staff.

• System must meet 5.5 MMBtu demand.

• Glycol/water ratio must be rated for -20 °F.

• Utilize a factory-authorized representative for final commissioning.

• Submit a start-up report.

• Project start: 14 days following Notice to Proceed.

• Project completion: Within 45 days following Notice to Proceed.

• Location: Building 7, Stratton Air National Guard Base.

• Contractor is responsible for all labor, equipment, materials, and supervision.

• Contractor must obtain a hot work permit if using a flame/torch.

• Facility/door disassembly and reassembly must restore original condition.

• Material submittals (Expansion Tanks, New Valves, PVC Exhaust) required via Air Force Form 3000 (AF3000).

• Compliance with installation/facility access, local security policies, background checks, AT Level I, and OPSEC training is mandatory.

• No controlled substances, including marijuana, are permitted on installation.

• Contractor must establish an adequate and safe work zone.

• Site cleanliness and debris recycling are required.

• Any unforeseen conditions or utility shutdowns require COR approval.

• Material/equipment delivery requires prior COR notification and availability of personnel for receipt and storage.

• Contractor work hours: 0700-1530 Monday-Friday. No work on Government Holidays.

• Form DD1354 must be filled out and signed upon project acceptance.

Solicitation / RFP / RFQ

This solicitation is for the "Replace Building 7 Boilers" project at the Stratton Air National Guard Base. It is a 100% small business set-aside.

• Replacement of boilers in Building 7.

• Detailed requirements are provided in the attached Statement of Work (SOW).

• Contract type is Firm Fixed Price.

• Performance and Payment Bonds may be required.

• Quotes must be submitted via email to 109.aw.fal.msc.contracting@us.af.mil.

• The proposal submission deadline is July 7, 2026, at 12:00 PM local time.

• Offers must be valid for at least 60 calendar days.

• Evaluation factors include Price, Technical Experience, and Past Performance.

• Technical evaluation requires a brief description of one completed project demonstrating relevant experience.

• Past Performance evaluation requires a current, verified Point of Contact for the submitted project.

• This solicitation is a total small business set-aside.

• The applicable North American Industry Classification System (NAICS) code is 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a small business size standard of $19M.

• A site visit is scheduled for Tuesday, June 23, 2026, at 10:00 AM at the Civil Engineering Building (Bldg. 25), 1 Air National Guard Road, Scotia, NY 12302. Attendance is highly recommended.

• Interested parties must confirm their intent to attend the site visit via email.

• Attendees will need to present a Government-issued REAL ID, Vehicle Registration, Valid Driver's License, and Proof of Insurance.
