This solicitation is a request for proposal (RFP) issued by the US Coast Guard Regional Support Team – Southwest (RST-SW) for the "Replace Carpet at Base Alameda" project. This is a total (100%) small business set aside.

• Replacement of carpet at Base Alameda.

• The Statement of Work (SOW) is attached and details the specific requirements.

• Contract Type: Firm Fixed Price.

• Estimated Magnitude: Between $25,000 and $100,000.

• Performance Period: Must begin within 15 calendar days of contract award and be completed within 60 calendar days of award. Notice to Proceed will be issued after submittal approval.

• Offer Validity: Offers must be valid for a minimum of 30 calendar days.

• Payment Protection: Required no later than 15 calendar days after award.

• Offer Submission: Electronic submission via email only. Maximum file size per email is 9MB. Multiple emails are permitted if necessary.

• Inquiries: All questions and concerns should be directed to the contracting officer.

• Evaluation Criteria: Award will be made to the responsible offeror submitting the lowest priced offer that is evaluated as acceptable on all evaluation criteria. Evaluation will consider technical approach, pricing (completeness and reasonableness), and past performance (recent and relevant).

• Site Visit: An organized site visit is scheduled for April 28, 2026, at 10:00 AM PST. Interested participants must contact Shawn Jenkins or Jesse Yutig no later than April 24, 2026.

• Size Standard: $19 million.

• Offerors must be registered at SAM.gov at the time of offer submittal.

• The document includes a detailed Table of Contents outlining various sections of the solicitation, including Supplies or Services, Specifications/Work Statement, Inspection and Acceptance Terms, Delivery or Performance, Contract Administration Data, Special Contract Requirements, Contract Clauses, List of Documents/Exhibits/Attachments, and Evaluation Factors for Award.

Statement of Work (SOW) / Performance Work Statement (PWS)

The primary objective is the successful and timely installation of new carpet squares that meet all USCG technical requirements to support the operational unit at Building 10, Coast Guard Base Alameda.

• Tasks:

  • Project Management: Designate a single point of contact, coordinate with COR, obtain permits.
  • Clear Interferences/Move Furniture: Work around or disassemble/reinstall obstructions, move personal property and furniture as needed.
  • Remove Existing Carpet Squares.
  • Prep Subfloor.
  • Install New Carpet Squares: Approximately 4,100 square feet of new carpet tiles.
  • Install Transition Strips and Cove Base: 4" vinyl cove base in all rooms except the conference room, and 3"-4" painted wood floor trim in the conference room.
  • Site Cleanup and Restoration: Remove construction materials and debris daily and upon completion, dispose of offsite, and restore furniture/interferences to original locations.
  • Provide Government Spare Carpet: Provide 13 cases (approx. 500 sq ft) of matching carpet squares for future spot repairs.

• Submittals:

  • Product details with color samples for new carpet squares, vinyl cove base, and wood floor trim within 10 business days from award.
  • Initial project schedule within 10 business days of award.

• Work Hours: 7:00 AM to 5:00 PM, Monday through Friday, excluding Federal Holidays, unless otherwise approved.

• Safety: Comply with USCG Safety and Environmental Health Manual, COMDTINST M5100.47 (series), and OSHA regulations. Contractor is responsible for hazardous materials handling and spill containment.

• Period of Performance: Work to be completed within 60 calendar days from the Notice to Proceed (NTP), which will be issued within 15 days of award.

• Place of Performance: Building 10, U.S. Coast Guard (USCG) Base Alameda, Coast Guard Island, Alameda, CA.

• Materials: Carpet tiles shall be equal or superior to "Mannington Commercial Variations 4 Carpet Tile Lapis 24"x24" Premium" (SKU: VAR42424-34240), commercial grade, 2ft x 2ft square, textured dark blue. Vinyl cove base and wood floor trim as specified.

• Personnel Security and Base Access: Contractor personnel must pass background checks (NCIC), submit names/birthdates 72 hours prior to first day, and possess Real ID-compliant identification for base access. Vehicles require valid registration/insurance, and operators must have a valid driver's license. Vehicles must stay on marked roads.

• Conduct: Adhere to base regulations, traffic laws, and security protocols. Wear company identifying clothing/badging/safety gear. Contractor vehicles must display company decals.

• Government Furnished Services: Potable water and electrical power may be provided. Contractor must use GFCI devices when connecting to government power.

• Acceptance Criteria: Final acceptance by USCG COR after inspection confirms completion of all tasks, adherence to technical/safety standards, and full site restoration. Final payment contingent on correction of deficient items.
