• Delivery Date: 120 Days after Notice to Proceed (NTP).

• Place of Delivery/Performance/Acceptance/FOB Point: F.O.B. Destination, Minneapolis/St. Paul ARS, Minneapolis, MN 55450.

• Contract award will be based on technical acceptance and price considered best value.

• Quotes must be submitted via email to Caleb Anderson (caleb.anderson.15@us.af.mil) and Karen Gillen (karen.gillen@us.af.mil) by 3:00 PM (CST) on July 7, 2026.

• Evaluation factors: Price and Technical. The award will be made to the responsible offeror whose offer is most advantageous to the Government.

• Offerors agree to hold prices firm for 60 calendar days from the receipt date.

• This acquisition is set aside for small business concerns.

• Supporting documents include: Statement of Work (SOW), Contracted Tier II Carpet Vendors, Tarkett Brand Name Justification, Drawings, Submittal Register, and Provisions and Clauses.

• A site visit is scheduled for June 24, 2026, at 9:00 AM CDT. Attendance is recommended but not mandatory. Prior clearance via Entry Access List (EAL) is required. RSVP for the site visit by June 22, 2026.

Statement of Work (SOW) / Performance Work Statement (PWS)

This SOW outlines the services required for carpet and base cove replacement for the 934th Civil Engineer Squadron at the Minneapolis/St. Paul Air Reserve Station.

• Removal and disposal of existing carpet and base cove.

• Floor preparation, including application of carpet square and base cove adhesive.

• Contractor must provide a construction schedule with their proposal.

• All contractor personnel must be U.S. citizens and undergo background checks.

• No travel or per diem is authorized; contractors must be located within 50 miles of the Minneapolis/St. Paul ARS.

• Contractor must provide product data and samples for carpet, base cove, and adhesives.

• Contractor must notify the Contracting Office 72 hours prior to performing work outside normal business hours.

• Contractor must notify CES at least 2 business days prior to pre-final and final acceptance inspections.

• Contractor must comply with all security regulations, health and safety programs, and incident reporting procedures.

• Contractor must provide an annual count of personnel performing work if the acquisition exceeds $3,000,000, reported in SAM.
