This notice is for market research to identify contractors capable of performing a turn-key chiller replacement project at Joint Base San Antonio (JBSA), Fort Sam Houston, Texas. It does not constitute a solicitation, and no contract will be awarded from this announcement.

The project involves providing all management, tools, equipment, and labor to purchase, remove, and install a new 150-ton chiller and one chilled water pump. This includes disposal of old equipment, necessary electrical and piping modifications, and integration with the existing Building Management System (BMS).

• Period of Performance: Estimated to be completed within 30 calendar days from the notice to proceed.
• Place of Performance: Building 1029, Joint Base San Antonio (JBSA), Fort Sam Houston.

All technicians must be specialized in HVAC, refrigeration, and electronic systems.

Respondents are requested to provide:

• Company size (Small Business status and socioeconomic designations).

• A brief description of capabilities (max 5 pages) and summary of relevant past performance.

• Any questions regarding the draft Scope of Work (max 1 page).

• Indication of the NAICS code typically used for Chiller Replacement (Government intends to use NAICS 238220).

• Confirmation of active SAM.gov registration and Wide Area Work Flow (WAWF) registration.

• All submitted information is voluntary and will not be compensated.

• Proprietary information must be clearly identified.

• No evaluation letters or results will be issued.

Statement of Work (SOW) / Performance Work Statement (PWS)

To purchase and replace a Scroll Chiller, pump, and associated equipment at Building 1029, Fort Sam Houston, Texas.

• Furnish all labor, materials, tools, equipment, and supervision for the removal, disposal, and replacement of the existing chiller and pump.

• Provide lifting equipment, specialty tools, parts, and qualified technicians.

• Recover refrigerant from the existing chiller.

• Disconnect electrical, communication wiring, and piping.

• Install a new, modern, energy-efficient 150-ton chiller.

• Replace the chilled water pump with one compatible with the new chiller.

• Make necessary modifications to piping layout for proper flow and connections.

• Install new electrical wiring, disconnects, and control panels, integrating with the existing electrical system and Building Management System (BMS).

• Test and calibrate control systems.

• Conduct operational and load tests, and perform leak checks.

• Provide factory start-up and verify system operation.

• Coordinate work with the CE Project Manager.

• Work to be completed within 30 calendar days.

• A 5-year parts and 1-year labor warranty is required.

• Location: Building 1029, Fort Sam Houston, San Antonio, TX.

• Estimated completion: 30 calendar days.

• Work hours: Monday-Friday, 7:00 a.m. to 5:00 p.m.

• Contractor must comply with all base traffic regulations.

• Contractor must identify and report Hazardous Material (HAZMAT) usage and submit MSDS as required.

• Contractor must maintain barricades and warning signs, and clean up debris daily.

• All work must comply with CEO Contract Specifications, Uniform Building Codes, Air Force Base Regulations, and OSHA Requirements.

• Contractor must provide all tools, parts, materials, and supplies.

• Contractor is responsible for refuse disposal compliance.

• A site visit is recommended to verify existing conditions.
