Statement of Work (SOW) / Performance Work Statement (PWS)

To replace aging electrical components in the Airfield Lighting Vault at Columbus AFB, Mississippi, to prevent failures and maintain airfield operations without interruption.

• Demolish existing Main Distribution Panel (MDP) and associated breakers (800A).

• Demolish existing Panel-R and associated breakers.

• Demolish existing 120/240V 1-phase subpanel and associated breakers (fed from 75 kVA transformer).

• Demolish existing panel feeding circuit selector switches and fire alarm panel.

• Demolish seven (7) existing circuit selectors.

• Furnish and install new 277/480V 800A Main Distribution Panel (Square D I-line or equivalent) with new breakers matching existing ratings.

• Furnish and install new 277/480V Panel-R (Square D I-line or equivalent) with copper bus bare (min 300A) and new breakers matching existing ratings.

• Furnish and install new 120/240V 1-phase panel (Square D I-line or equivalent) with 400A copper bus bar, fed from the 75 kVA transformer.

• Furnish and install new 120/240V panel (Square D I-line or equivalent) with 350A copper bus bar, feeding circuit selector switches and fire alarm panel, with new breakers matching existing ratings.

• Furnish and install seven (7) new circuit selectors compatible with existing Constant Current Regulators (CCR) and airfield lighting control system (ALCS) (Crouse-Hinds).

• Coordinate with the Government for start-up testing of circuit selectors and wiring.

• Perform Megger testing and local operational testing.

• Perform fault current calculations and determine new kAIC ratings for breakers.

• Evaluate phase rotation and load balancing at the 35% design stage.

• The total Period of Performance for this project is 270 days.

• Work will be performed at Columbus AFB, Mississippi.

• Work on this project shall be performed without interrupting flying operations, potentially including work outside of normal business hours.

• Work must be performed without interrupting flying operations.

• Contractor must coordinate with the Government for testing and approvals.

• Design work must be performed by a licensed Professional Electrical Engineer.

• Adherence to applicable UFCs, codes, standards, and Columbus AFB Installation Facility Standards (IFS).

• Submittals must be made at 35%, 65%, 95%, and 100% design stages.

• A Quality Control Plan (QCP) must be presented and maintained.

• Safety, Health, and Environmental Protection requirements must be followed.

• Hazardous materials must be managed and disposed of according to regulations.

• Recycling of materials is encouraged.

• No asbestos-containing materials are allowed.

• No lead-based paint is to be utilized.

• Back Flow Prevention is mandatory on all connections to the drinking water system.

• Airfield waiver and coordination with 14 Civil Engineering Squadron are required.

• FOD control plan must be established and maintained.
