Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) details the requirements for a design-build project to replace the entire Fire Alarm Reporting System across multiple facilities at Columbus AFB, Mississippi. The primary goal is to upgrade obsolete MONACO radio systems to a new Notifier fiber system.

The project involves the demolition of existing MONACO fire alarm systems and the installation of new Notifier 320 systems with single mode fiber cards. This includes:

• Replacing fire alarm control panels, conduit, and wiring.
• Installing new Notifier devices (smoke detectors, duct detectors, tamper switches, etc.) in various buildings (B99, B155, B214, B348, B916, B998).
• Furnishing and installing new dedicated electrical circuits for the new panels.
• Repairing and finishing walls affected by demolition.
• Programming new panels and devices to communicate with each other and the fire station.
• Updating the Onyx Workstation with imported drawings and equipment information.
• Specific tasks for each building include demolishing existing components, installing new wiring and devices, and ensuring code compliance.

The period of performance for this project is 365 days from the issuance of the Notice to Proceed (NTP). The work will be performed at Columbus Air Force Base, Mississippi.

• All work must be performed according to this SOW, Concept Design Drawings, and applicable AF requirements, codes, and references.
• The Contractor must use licensed Design Professionals for the design phase.
• Compliance with UFC's, ETL's, local and national codes, and Columbus AFB Installation Facility Standards is required.
• Specific UFC standards (e.g., UFC 3-600-01, UFC 4-022-01) and NFPA codes are referenced.
• The Government will not furnish any equipment or materials.
• The Government will not salvage any materials from this project.
• A detailed Quality Control Plan (QCP) is required.
• Safety, Health, and Environmental Protection measures must be strictly adhered to, including hazardous material handling and disposal, and spill prevention and cleanup.
• The Contractor must provide a temporary office on CAFB at their own expense.
• Construction security measures must be implemented.
• Specific requirements for construction equipment, temporary utilities, and site management are detailed.
