Statement of Work (SOW) / Performance Work Statement (PWS)

This document details the requirements for replacing the exterior handrail and guardrail at Building 1, MCAS Cherry Point, North Carolina.

• Removal of existing handrails/guardrails at Building 1.

• Provision of hot-dipped galvanized steelwork in accordance with ASTM A123/A123M, with touch-ups for abraded surfaces.

• Painting of rails to match existing color.

• Exposed welds to be ground smooth and flush.

• Exposed connections to be flush and smooth, using concealed fasteners where possible.

• Materials to be formed true to line and level, with accurate angles and surfaces.

• Exposed edges to be eased to a radius of approximately 0.8 mm (1/32 inch).

• Weld corners and seams continuously in accordance with AWS D1.1/D1.1M.

• Location: MCAS Cherry Point, Building 1.

• The building will remain in operation during the entire construction period.

• Contractor must coordinate operations to minimize interference with normal building operations.

• Permission for utility interruptions must be requested in writing 15 calendar days prior.

• Contractor personnel must comply with activity regulations, including safety, fire, traffic, and security.

• Access to installations requires participation in the Defense Biometrics Identification System (DBIDS) or obtaining One-Day Passes.

• Smoking is prohibited except in designated areas.

• Regular working hours are 7:00 am to 3:30 pm, Monday through Friday, excluding Government holidays.

• Work outside regular hours requires Contracting Officer approval.

• Contractor must work around occupied buildings, keeping them secure and protecting contents.

• Utility cutovers and interruptions must occur after normal working hours or on weekends/holidays.

• No employee or representative will be admitted to the work site without an Identification Badge or specific authorization.

• Criminal activity and certain other factors may result in denial of access to the installation.

• A staging area will be coordinated with the Government.

• Minimum insurance coverage as required by FAR 28.307-2 and North Carolina Law.

• The project requires one person to fill roles of Superintendent, Quality Control Manager, and Site Safety and Health Officer.

• Submittals for Metal Guardrail and Handrail are required prior to commencement of work.

• Planned outages and service disruptions require contractor request and approval.

• Personal protective equipment (PPE) is mandatory, including safety glasses, hard hats, long pants, safety shoes, and reflective vests.

• Compliance with EM 385-1-1, NFPA 70, NFPA 70E, NFPA 241, and other relevant regulations is required.

• An Activity Hazard Analysis (AHA) is required.

• Contractor is responsible for any required permits.

• If unforeseen conditions are encountered, the contractor shall immediately notify the Contracting Officer and may be directed to stop work.

• Closeout submittals include Spare Parts Data and a Warranty Management Plan.

• Four electronic copies of Operation and Maintenance Manuals are required.

Solicitation / RFP / RFQ
