Statement of Work (SOW)

This SOW outlines the requirements for a turnkey HVAC replacement project at the U.S. Coast Guard Aids to Navigation Team (ANT) Long Island Sound facility.

• Replacement of Key Components: The contractor shall remove and replace three (3) existing outdoor condensing units, three (3) indoor air handling units (fan coil units), and five (5) thermostats.

• System Compatibility: New equipment must be compatible with R-410A or R-454B refrigerant. Existing R-22 equipment shall not be reused. New units must be matched systems and compatible with existing ductwork and the facility's boiler-based heating system.

• Heating System Preservation: The existing heating system (boiler) is operational and shall remain so. The contractor must protect, reconnect, and ensure the functionality of existing hydronic heating piping associated with the air handlers.

• Controls: Replace existing thermostats with programmable digital thermostats compatible with the new HVAC systems and existing heating/cooling strategy.

• Materials and Labor: The contractor is responsible for providing all labor, supervision, materials, equipment, refrigerant, controls, electrical components, tools, testing, commissioning, permits, and incidentals.

• All work must be performed professionally and in a workmanlike manner by licensed HVAC contractors.

• Technicians must hold current EPA Section 608 certification.

• Compliance with manufacturer instructions, International Mechanical Code (IMC), National Electrical Code (NEC), International Energy Conservation Code (IECC), applicable state/local codes, EPA refrigerant handling, and OSHA safety requirements.

• Systems must be commissioned, tested, and meet performance requirements including proper cooling and preserved heating operation.

• Period of Performance: Thirty (30) calendar days from the Notice to Proceed (NTP).

• Work Hours: Standard hours are Monday-Friday, 0800-1500, with exceptions requiring COR approval.

• Location: ANT Long Island Sound, 120 Woodward Avenue, New Haven, CT 06512.

• Site Visit: Highly encouraged prior to proposal submission to verify existing conditions.

• Submittals: Include manufacturer cut sheets, system performance data, sequence of operation, refrigerant recovery documentation, commissioning reports, and warranty information.

• Warranty: Minimum one (1) year warranty on labor and installation workmanship; manufacturer warranties also required.

• Hazardous Materials: Contractor must inspect, test, and manage any lead or asbestos-containing materials in accordance with regulations.

• Coordination: All work, outages, and access must be coordinated with the Contracting Officer Representative (COR).
