Statement of Work (SOW)

To provide a turnkey replacement of two (2) outdoor HVAC condensing units, two (2) indoor air handling units, and three (3) thermostats at the United States Coast Guard Station New Haven, restoring reliable cooling operations while maintaining existing heating services.

• Equipment Replacement: Complete removal and disposal of existing HVAC equipment, including two outdoor condensing units, two indoor air handling units, and three thermostats.

• New Equipment Installation: Provide and install new, properly matched condensing units and air handling units compatible with current refrigerants (R-410A or R-454B). New units must meet or exceed existing capacity and efficiency requirements.

• Heating System Integration: Ensure new air handling units maintain compatibility with the existing operational hydronic/boiler heating system. Existing heating piping will be preserved and reconnected.

• Thermostat Replacement: Install new programmable digital thermostats compatible with cooling, fan, and heating control functions.

• Ancillary Work: Includes all labor, materials, tools, transportation, permits, refrigerant, electrical components, controls, safety equipment, disposal, commissioning, and incidentals.

• Field Verification: Contractors must verify all equipment capacities, refrigerant line sizes, electrical characteristics, duct connections, and physical constraints prior to ordering equipment.

• Refrigerant Management: Strict adherence to EPA Section 608 requirements for refrigerant recovery and handling. New systems require pressure testing, leak checking, and proper evacuation/charging.

• Electrical Compliance: All electrical work must comply with the National Electrical Code (NEC) and manufacturer instructions. Existing electrical deficiencies outside the direct scope must be reported.

• Code Compliance: Work must comply with manufacturer specifications, International Mechanical Code (IMC), NEC, EPA regulations, and applicable A2L refrigerant safety requirements.

• Quality Control: Includes manufacturer-required startup, commissioning, testing in cooling and heating modes, and provision of startup sheets and documentation.

• Warranty: Minimum one (1) year warranty on labor and installation workmanship. Manufacturer warranties for all new equipment are required.

• Safety & Environmental: Compliance with safety protocols (lockout/tagout, fall protection, etc.) and proper management/disposal of hazardous materials if encountered.

Thirty (30) calendar days from the date of Notice to Proceed (NTP).

Offerors are highly encouraged to conduct a site visit prior to proposal submission.

This document is a Request for Quotation (RFQ) for the replacement of two HVAC units, two indoor units, and three thermostats at the USCG Station New Haven. The contractor will be responsible for providing all labor, materials, equipment, supervision, transportation, tools, permits, and incidentals necessary for this replacement.
