This is a combined synopsis/solicitation for a commercial item to replace interpretive signs for the National Park Service (NPS) at the Big South Fork National River and Recreation Area in Oneida, TN. The government is procuring these signs as a commercial item.

• Offers will be evaluated on a best-value basis, resulting from the lowest price technically acceptable.

• Evaluation factors include technical capability, price, and past performance.

• The government reserves the right to make a selection without discussions.

• This procurement is a 100% set-aside for Small Businesses.

• Offerors must have an active vendor record in SAM.gov.

• Offerors must be registered in SAM.gov and self-certified under NAICS Code 339950.

• Offerors must not have any exclusions such as delinquent federal debt or debarment.

• Offerors are responsible for checking for updated information.

• No oral or late questions will be accepted.

Statement of Specifications

To replace interpretive wayside panels and associated support systems at the Blue Heron Mining Area within the Big South Fork National River and Recreation Area.

• Fabrication and delivery of National Park Service UniGuide Visitor Information Sign System (VIS) hardware and fiberglass embedment graphic panels.

• Includes all accessories and appurtenances required for complete and usable frames and panels.

• The contract covers purchase and delivery of specified items, including panels, frames, posts, stands, baseplates, and fasteners.

• Installation is not included and will be conducted by NPS.

• All items must be delivered in new, undamaged, and fully functional condition.

• Materials must strictly adhere to specifications (e.g., galvanized steel, weathering steel, aluminum).

• Panels must be fiberglass embedment, UV-resistant, and vandal-resistant.

• VIS hardware must be National Park Service UniGuide VIS hardware, compliant with the VIS Manual, Revision 3.

• Period of Performance: 120 consecutive calendar days after Notice to Proceed or purchase order, unless extended by modification.

• Place of Performance (Delivery): East Rim Facilities Management Shop, 4721 Leatherwood Road, Oneida, TN 37841 (F.O.B. Destination).

• Submittals: A comprehensive submittal log is required within 10 calendar days of Notice to Proceed. All submittals must be LIN-based and include product data, VIS hardware details, shop drawings, panel construction data, custom cutout details, material and finish data, manufacturer certifications, and warranty documentation.

• Inspection and Acceptance: Government reserves the right to inspect all materials, fabrication, packaging, and delivered items prior to acceptance. Inspection may occur at fabrication facility, shipping point, or delivery location.

• Nonconforming Work: Any item not conforming to contract requirements will be rejected and must be corrected or replaced at the contractor's expense.
