This replacement is necessary because the current system is beyond its service life and does not reliably support critical building systems, including HVAC and environmental controls essential for preserving historic interiors and museum collections.

• Furnish and install a new minimum 400-amp automatic transfer switch.

Statement of Work (SOW) / Performance Work Statement (PWS)

To replace the existing standby generator at Melrose Mansion due to its current unserviceable condition, ensuring reliable climate control, security, and operations.

• Disconnect and remove the existing generator and automatic transfer switch (ATS).

• Furnish and install a new minimum 100 kW standby-rated, 3-phase, 120/208V, 60 Hz, natural gas generator.

• Install a new ATS rated for at least 400A.

• Both the generator and ATS enclosures must be powder-coated aluminum, wind-rated to 180 MPH, and finished in dark forest green.

• Installation on the existing pad, with no pad modifications required.

• Provide all necessary connections, terminations, grounding, and protection per current code.

• Commission the system, perform full load testing, and submit test results.

• Provide end-user training to designated park staff.

• Submit warranties, O&M manuals, as-builts, and closeout documentation.

• Generator must meet NFPA 110 requirements for standby power systems.

• Comply with EPA stationary emergency emissions requirements (40 CFR 60).

• Provide isochronous frequency and voltage regulation within ±1.0% from no load to full load.

• Generator must have a Level 2 or equivalent hospital-grade sound-attenuated enclosure not exceeding 71 dB(A) at 23 feet.

• Contractor must correct any existing deficiencies that would prevent a fully operational, code-compliant standby power system.

• All work must be completed within 150 calendar days from the Notice to Proceed.

• Location: Melrose Mansion, Natchez National Historical Park, Natchez, Mississippi.

• Contractor is responsible for verifying all utility connections and must not rely on Government-supplied data.

• Shutdowns must be requested at least 48-72 hours in advance and coordinated.

• A pre-bid site visit is highly recommended.

• Work is permitted Monday through Friday, 7:00 AM to 3:00 PM, excluding federal holidays, unless approved otherwise.

• Contractor must maintain a clean and safe site and protect structures, vegetation, and historic features.

• Compliance with NEC, NFPA 110, UL 2200, and all applicable federal, state, and local codes and regulations is mandatory.

• Contractor shall provide a site-specific Safety Plan.

• Ground mats must be used over historic lawn; contractor shall not damage landscaping or historic surfaces.

• Park access must always remain open.

• Restoration of any damage is the contractor's responsibility.

• Residential-grade standby generators are not acceptable.

• Manufacturer must have a minimum of ten (10) years of experience producing commercial standby generators of similar size and configuration.

• Contractor must provide a minimum one (1) year labor and workmanship warranty and a minimum two (2) year manufacturer warranty for the generator.

• Contractor shall respond within seventy-two (72) hours to any documented operational issues reported within thirty (30) calendar days of final acceptance.

Solicitation / RFP / RFQ
