Questions & Answers / Clarifications

• Quote Basis: The Government will not consider materials-only quotes. Bidders must submit a complete turnkey quote covering all labor, materials, tools, equipment, supervision, removal, installation, integration, testing, training, and closeout documentation as per the Statement of Work (SOW).
• Roof Structure Replacement: Replacement of the existing generator roof/cover structure is not included in the SOW. However, if temporary removal and reinstallation are necessary for generator replacement, the contractor must include these costs in their price. The contractor must field-verify conditions and determine necessary means and methods.
• Generator Exhaust: The new generator exhaust must be provided and installed per manufacturer requirements, codes, and the SOW. Existing exhaust components may be reused if compatible; any required modifications for a complete, code-compliant installation must be included in the contractor's price.
• Building Electrical Wire: Replacement of the wire from the building electrical panel to the transfer switch is not included in the SOW. The contractor shall not disturb or replace this existing wiring unless directed by a written amendment. Connections and terminations using existing service conditions are the contractor's responsibility.
• Color Specification: The Government has not identified a specific manufacturer's color number. Bidders should submit actual color samples or manufacturer documentation for review and approval by the Contracting Officer's Representative (COR) before ordering. Suggested colors include Bottle Green 6007, Moss Green 6005, and Pine Green 6028, with Emerald Green 6001 being less appropriate.

These clarifications do not appear to alter key requirements, due dates, or submission rules, but bidders must ensure their quotes reflect a complete turnkey solution and account for potential temporary removal of the roof structure if necessary.

This replacement is necessary because the current system is beyond its service life and does not reliably support critical building systems, including HVAC and environmental controls essential for preserving historic interiors and museum collections.

Statement of Work (SOW) / Performance Work Statement (PWS)

To replace the existing standby generator at Melrose Mansion due to its current unserviceable condition, ensuring reliable climate control, security, and operations.

• Disconnect and remove the existing generator and automatic transfer switch (ATS).

• Furnish and install a new minimum 100 kW standby-rated, 3-phase, 120/208V, 60 Hz, natural gas generator.

• Install a new ATS rated for at least 400A.

• Both the generator and ATS enclosures must be powder-coated aluminum, wind-rated to 180 MPH, and finished in dark forest green.

• Installation on the existing pad, with no pad modifications required.

• Provide all necessary connections, terminations, grounding, and protection per current code.

• Commission the system, perform full load testing, and submit test results.

• Provide end-user training to designated park staff.

• Submit warranties, O&M manuals, as-builts, and closeout documentation.

• Generator must meet NFPA 110 requirements for standby power systems.

• Ground mats must be used over historic lawn; contractor shall not damage landscaping or historic surfaces.

• Park access must always remain open.

• Restoration of any damage is the contractor's responsibility.

• Residential-grade standby generators are not acceptable.

• Manufacturer must have a minimum of ten (10) years of experience producing commercial standby generators of similar size and configuration.

• Contractor must provide a minimum one (1) year labor and workmanship warranty and a minimum two (2) year manufacturer warranty for the generator.

• Contractor shall respond within seventy-two (72) hours to any documented operational issues reported within thirty (30) calendar days of final acceptance.
