Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) details the requirements for a full modernization of the existing two-story elevator system in Building 926 at Columbus Air Force Base, Mississippi. The primary goal is to replace the elevator car, mechanical pump and control systems, and hoistway doors, while reusing the existing hydraulic jack system.

• Demolish the existing elevator car assembly, including cab, car frame/sling, platform, toe guard, and guide shoes.

• Inspect and clean existing hoistway structures.

• Demolish the existing elevator controller, pump tank, motor, disconnect switch, conduit, and conductor.

• Demolish existing hoistway doors on both floors and associated track if replacement is necessary.

• Furnish and install a new elevator car assembly, including structural steel sling, platform, isolation pads, guide shoes, and cab enclosure. The new car must have a 2500 lbs capacity and new Car Operating Panel. Color selection for the car is subject to Government approval.

• Furnish and install a new submersible pump tank unit and elevator controller compatible with the existing hydraulic jack system. The new system must have a maximum speed of 125 feet per minute.

• Furnish and install new hoistway doors on the first and second floors. Color selection is subject to Government approval.

• Furnish and install new directional, terminal, and emergency stop switches, along with traveling cables and hoistway wiring.

• Perform full load and speed testing, and necessary adjustments for smooth operation.

• Provide a 1-year warranty on all material and work performed, including monthly preventative maintenance during the warranty period.

• The total Period of Performance for this project is 180 days.

• The project is located at Columbus Air Force Base, Mississippi.

• All work must be performed according to this SOW, Concept Design Drawings, and related Air Force requirements and codes.

• The contractor must provide licensed Design Professionals for structural design and details.

• Design documents must be prepared in AutoCAD (Release 2020) and PDF formats.

• Submittals are required at 35%, 65%, 95%, and 100% design stages, with specific timelines for each.

• Construction cannot commence until the Government approves the 100% design.

• The contractor must coordinate all work schedules and manage progress with the Contracting Officer (CO) and Civil Engineering Project Manager (CEPM).

• A Quality Control Plan (QCP) must be presented to the CO, detailing inspection processes and documentation.

• Materials testing may be required, performed by an independent agency acceptable to the Government.

• The contractor must comply with all applicable federal, state, and local environmental laws and regulations.

• Specific requirements for hazardous materials, recycling, spills and cleanup, and prohibited materials are detailed.

• Temporary utilities, construction equipment, and site security measures are outlined.
