Replace Tankless Water Heaters - FCI Sheridan

This solicitation is for the procurement of eleven (11) commercial-grade, fully condensing tankless water heaters to replace existing units at FCI Sheridan. The government is procuring these units to ensure seamless integration with the facility's existing infrastructure.

• Performance: Minimum 96% thermal efficiency, 30,000 - 251,000 BTU/hr input range, 240,960 BTU/hr maximum output, and a minimum hot water capacity of 6.3 GPM per unit at a 77°F rise.

• Configuration: Masterless cascading capability for up to 10 units.

• Construction: 316L Stainless Steel heat exchanger, natural gas fuel (field convertible to LP), ANSI Z21.10.3 / CSA 4.3 certified, ASME HLW compliant, and low NOx compliant.

• Technical Specifications: 3/4" NPT water and gas connections, 3" PVC/CPVC/Polypropylene venting, dimensions approximately 26" H x 18" W x 15" D, weight ~100 lbs.

• Federal Security & Network Isolation: All wireless communication capabilities must be OFFLINE. The "telliCare" app or remote monitoring must remain in an "Offline" or "Inactive" state. Hardwired integration to Building Management Systems (BMS) via iNTouch BMS (BACnet/Modbus) is permitted, but no internet-facing gateways are allowed.

• Period of Performance: Delivery Date is 08/21/2026.

Statement of Work (SOW) / Performance Work Statement (PWS)

This SOW outlines the requirements for the procurement of commercial-grade, fully condensing tankless water heaters to replace existing units at FCI Sheridan, including the Federal Detention Center (FDC), Satellite Camp (SCP), and FCI Sheridan.

• This is a direct equipment purchase only. All removal, installation, commissioning, and testing will be performed by FBOP Facilities personnel using institutional labor.

• FBOP will be responsible for: removal and disposal of existing units, installation of new units in cascading configurations, modification and reconnection of existing utilities, and restoration of domestic hot water service.

• The Basis of Design is the Intellihot Model: iQ251 Gen II, or an "equal or better" product.

• Eleven (11) fully assembled, factory-sealed units are required.

• Thermal Efficiency: Minimum 96%

• Input Range: 30,000-251,000 BTU/hr

• Maximum Output: 240,960 BTU/hr

• Hot Water Capacity (77°F Rise): Minimum 6.3 GPM per unit

• Units must be wall-hung, fully condensing, commercial tankless water heaters.

• Compliance: Equipment must comply with 2022 Oregon Mechanical Specialty Code, 2021 Oregon Plumbing Specialty Code, 2025 Oregon Energy Efficiency Specialty Code, NSF/ANSI 372, Safe Drinking Water Act, ANSI Z21.10.3, ASME 'HLW' stamp, and federal FEMP energy-efficiency mandates.

• Submittals: Complete submittal drawings, manufacturer specification sheets, and formal certificates of compliance are required prior to or upon delivery.

• Warranty: A certified startup is required to activate an enhanced 10-year heat exchanger warranty and 2-year parts warranty. Without startup, the warranty is reduced.

• Quote Validity: Must remain valid for at least thirty (30) days from the closing date.

• SAM Registration: All contractors must be registered in the System for Award Management (SAM).

• Quotations must be submitted electronically as a single PDF document to SHE-Facilities-S@bop.gov.
