Replace Underground Water Valves

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work details the requirements for replacing underground water valves and associated piping. The project includes a base bid and three optional tasks.

Base Bid:

• Replace a 12" water valve on a 12" pipe that cannot fully shut down.
• The utility map will be provided upon contract award.
• Excavation is expected to be approximately 6 feet or deeper.
• Protective systems (sloping, benching, shoring, or shielding) are required if the hole is 5 feet or deeper.
• Water utility shutdowns must be scheduled on designated 'down days' (every other Friday) and work must be completed continuously until the new valve is installed and fully functional, with service restored by the following Monday.
• Remove and dispose of the old valve.
• Install a new 12" gate valve, including all necessary couplings, fittings, clamps, and sleeves.
• Valves and fittings must have pressure ratings equivalent to the pipe.
• Proper excavation, bedding, backfilling (sand and Class II material), and compaction are required.
• Paving will follow the "Asphalt Pavement Section" specifications.

Option 1:

• Replace a 6" valve leading to a building, located in asphalt.
• Same requirements as the Base Bid apply, including backfilling and paving.

Option 2:

• Replace three (3) 6" valves located in the grass with right-handed gate valves.
• Same requirements as the Base Bid apply.

Option 3:

• Replace an elbow on an 8" line that is leaking, located in dirt, approximately 100 ft from the base scope valve.

• Excavate approximately 6 feet or deeper.

• Remove and replace 2 feet of pipe on one side of the elbow and 8 feet on the other.

• Install a new ductile iron elbow (60-42-10 grade, ceramic epoxy lined, Class 56) with mechanical and push-on joints conforming to ANSI A21.11.

• Install a pipe footing to avoid sagging and concrete thrust blocking.

• Excavation must be kept free from water during construction.

• Backfilling will occur after flow and pressure are restored and joints are confirmed not to be leaking.

• Compaction density: not less than 90% of maximum density for cohesive material and 95% for cohesionless material.

• Valve installation and testing requirements.

• Backfill and paving must meet existing pavement specifications.

• The project shall begin 14 days after the Notice to Proceed (NTP) and be completed within 60 days following the NTP or agreed start date.

• Contractor must comply with all applicable installation/facility access and local security policies and procedures.

• AT Level I training is required for employees needing access to US Government installations.

• OPSEC training is required.

• Contractor is responsible for site cleanliness, debris removal, and site restoration.

• Perimeter sediment controls must be installed and maintained.

• Contractor must notify the COR prior to any utility shutdowns.

• Contractor hours are 0700-1530 Monday thru Friday, excluding Government holidays. No work shall be performed on holidays.

Solicitation / RFP / RFQ

This solicitation, W50S8J26QA013, is for the "REPLACE UNDERGROUND WATER VALVES" project at Stratton Air National Guard Base. The project's North American Industry Classification System (NAICS) code is 237110 (Water and Sewer Line and Related Structures Construction), with a small business size standard of $45M. This is a total small business set-aside.

• The core requirement is to replace underground water valves, as detailed in the attached Statement of Work (SOW).

• The solicitation includes a base scope for replacing a 12" valve and three optional line items for replacing a 6" valve, three additional 6" valves, and an elbow leading to a fire hydrant.

• All work requires the contractor to provide necessary materials, labor, supervision, and expertise.

• Pricing Arrangement: Firm Fixed Price for all line items.

• Period of Performance: 14 calendar days to begin performance after award notice, with a total completion time of 60 calendar days.

• Performance and Payment Bonds: Not required.

• Proposal Submission Deadline: May 14, 2026, at 12:00 PM local time.

• Evaluation Criteria: Quotes will be evaluated based on Price, Technical Experience, and Past Performance.

• Site Visit: A mandatory site visit is scheduled for May 05, 2026, at 10:00 AM at the Civil Engineering Building (Bldg. 25), 1 Air National Guard Road, Scotia, NY 12302. Attendees must confirm intent to attend via email.

• This solicitation is a 100% small business set-aside.

• Offerors must provide a brief description (max one page) of a single completed project demonstrating relevant experience for the Technical factor.

• For Past Performance, a verifiable Point of Contact (POC) for the submitted project is required.

• The Government reserves the right to make an award based on initial submissions without further exchanges.
