Statement of Work (SOW) / Performance Work Statement (PWS)

To replace the main building's two water heaters at United States Coast Guard Station Grand Isle with suitable on-demand replacements.

• Replace two existing hot water heaters with on-demand units meeting minimum specifications for current demands and systems.

• Replace the hot water circulation pump.

• Install a commercial neutralization tank with a Natural Gas fuel source, a thermal efficiency of at least 80%, and a recovery rate of 193.8 U.S. GPH minimum.

• Install proper piping insulation and brackets for exhausts, discharges, and inlets of the new water heaters and related existing piping.

• Protect all equipment and merchandise in work locations.

• Conduct leak testing on all Natural Gas line connections in the presence of the COR.

• Conduct operational tests of the heaters in the presence of the COR.

• Ensure hot water is not down for more than a 12-hour period.

• Location: United States Coast Guard Station Grand Isle, 453 Admiral Craik Dr, Grand Isle, LA 70358.

• Delivery: Required 60 days after award.

• Site Visit: Mandatory examination of the scope of work and highly recommended facility visit for field measurements and evaluations prior to quoting.

• Coordination: Schedule work to minimize interference with facility operations (M-F, 8 AM - 4 PM, excluding federal holidays). Notify Coast Guard one week prior to start of work. • Safety: Comply with OSHA Safety and Health Standards (29 CFR Part 1926). Maintain a written safety plan. Immediately notify COR of lost time accidents and provide accident reports. Coast Guard reserves the right to bar workers violating safety standards.

• Disposal: All refuse disposal must comply with federal, state, and local laws. Use contractor-provided dumpsters for bulk waste.

• Utilities: Field verify all utility locations before commencing work. Contractor is responsible for repairing any damaged utilities.

• Regulations: Adhere to specific regulations onboard Station Grand Isle, including flag ceremonies, site cleanliness, prohibition of firearms, restrictions on foreign nationals, advance notice for utility outages, providing personnel lists, precautions during severe weather, and limitations on contractor laydown areas. Boat ramps, government vehicles, and small boats must not be obstructed.

• Materials: All materials are subject to COR approval prior to execution.

• Work Approval: All work must be approved by the Contracting Officer’s Representative.

• Contractor Identification: Wear company identification at all times.

• Existing Structures: Contractor is responsible for protecting existing structures, utilities, work, and vegetation. Any damage must be repaired at the contractor's expense.
