• Pick up and transport new CTD cable and eco-friendly grease from Pascagoula, MS, to the ship in Newport, RI.

• Procure a constant tension wire spooler certified for the specified cable length.

• Coordinate CTD cable replacement with the ship's Chief Engineer, Bosun, and Chief ET.

• Remove and dispose of the old CTD cable.

• Spool the new GFM furnished CTD cable onto the #2 Hydrographic Winch.

• Test the newly installed cable and verify winch operation.

• Ensure compliance with NOAA Sexual Assault and Sexual Harassment Prevention and Response Policy.

• Award Type: Firm-fixed-price.

Statement of Work (SOW) / Performance Work Statement (PWS)

To replace the CTD Cable on Hydrographic Winch No. 2 aboard the NOAA Ship PISCES.

• Pick up and transport Government Furnished Material (GFM): new 0.378-inch diameter CTD cable (4,500 lbs drum weight) and eco-friendly cable slushing grease (3 drums) from NOAA's warehouse in Pascagoula, MS, to the ship at Naval Station Newport, RI.

• Procure a constant tension wire spooler certified for 4,500 meters of 0.378 diameter wire rope and an empty metal cable drum capable of holding 4,000 meters of the old CTD cable.

• Dispose of the old CTD cable.

• Alternatively, the contractor may use the government's wire spooler and spare metal drum from Pascagoula, MS, transporting them to the ship. If this option is chosen, the contractor is responsible for the spooler's transportation, rigging, fuel, batteries, generator, operation, and maintenance.

• Remove and dispose of the old CTD cable from the #2 Hydrographic Winch.

• Assist the ship's Chief ET with replacing the slip ring and securing the new cable end.

• Spool the new GFM CTD cable onto the #2 Hydrographic Winch, applying the provided grease.

• Test the newly installed cable and verify CTD Winch operation.

• Coordinate cable replacement with the COR, Ship's Bosun, and Chief ET.

• If the government spooler is used, return it and the empty drum to the government facility.

• Ensure proper wrap and overlay of the cable on the drum as per Reference 2.1.

• Verify each wire wrap is properly installed.

• Test final installation to ensure proper cable installation.

• Period of Performance: May 28 – June 1, 2026, or June 11-14, 2026.

• Location: Newport Naval Station, Rhode Island.

• Contractor must coordinate base access to Naval Station Newport at least three (3) business days prior to arrival, completing SECNAV FORM 5512-NSNPT (JUL 2023).
