Scope of Work
The new system must:
- Be a FedRAMP Moderate SaaS cloud solution.
- Enable instantaneous text, email, and voice messages, including life-safety critical notifications.
- Support push notifications without prior contact registration.
- Manage approximately 10,000 employee contacts and 90,000 Federal Firearms Licensee (FFL) contacts.
- Handle an estimated 16,000 SMS messages and 15,000 emails per month.
- Provide robust database management, user management, mobile application support, and integration with social media and FEMA IPAWS.
- Include GIS mapping, real-time monitoring, and comprehensive reporting.
- Be fully Section 508 and ADA compliant with 24/7/365 technical support.

Submission & Evaluation
- Submission Method: Quotes must be submitted electronically via email to David.Berger@atf.gov and Nya.Houston@atf.gov.
- Quote Structure: Submissions must be in two clearly labeled parts: technical and pricing.
- Evaluation Criteria: Award will be made using the lowest price, technically acceptable source selection process, based on:
- Technical Acceptability: Meeting the requirements of the RFQ.
- Price: Evaluation of the offeror's total price.
- Pricing: Bidders must include a pricing structure for all services, clearly identifying any excess notification costs if not proposing a fixed-price for unlimited notifications. Option year pricing with escalations should be in a separate spreadsheet.
