• Offerors must be technically qualified and financially responsible.

• Must have an established business in India or plan to establish one within 30 days of award.

• Must provide proof of SAM registration.

• Must demonstrate prior construction experience with suitable references.

• Must have necessary personnel, equipment, and financial resources.

• Must possess required licenses and permits, and meet insurance requirements.

• The solicitation incorporates numerous FAR and DOSAR clauses by reference.

• Specific requirements for GST registration and invoicing are detailed.

• Liquidated damages will apply for failure to complete work on time.

• Offerors must be registered in the System for Award Management (SAM) database (https://www.sam.gov) prior to submitting their offer. Registration is highly encouraged immediately.

• A site visit is scheduled for May 12, 2026, at 1200 hours at the American Embassy (Gate ‘C').

• Confirmation to attend the site visit must be sent to Xrajender@state.gov no later than 1700 hours on May 7, 2026. Failure to attend the site visit may disqualify participation.

• To be considered, quotations must include: Section A (Pricing), Section K (Representations and Certifications), additional information as required in Section J, and Proof of SAM Registration.
