This is a combined synopsis/solicitation for commercial items, issued as a Request for Quotations (RFQ) under FAR Part 12. The USDA APHIS PPQ is procuring construction services to furnish and install a new 100KW generator, Automatic Transfer Switch (ATS), Diesel Fuel Tank, and a New Concrete Pad at the Fruit Fly Rearing Facility in Waimanalo, HI. This acquisition is a Total Small Business Set-Aside.

• Furnish and install a new 100KW generator.

• Furnish and install an ATS sized to meet existing and up to 600A.

• Furnish and install a Diesel Fuel Tank.

• Furnish and install a New Concrete Pad.

• The contractor must commence work within five calendar days of the notice to proceed and complete the entire work within 30 days of the notice to proceed.

• Award will be made on Standard Form 1442.

• Anticipated award type: Firm-fixed-price construction purchase order.

• Estimated magnitude: Between $100,000 and $250,000.

• Payment and performance bonds will be required within 10 days of award.

• Quotes must be submitted to samuel.lopez@usda.gov no later than April 16, 2026, at 12:00 P.M. HST.

• The quote package must include the quote page, demonstration of relevant experience, and past performance information.

• Award will be made using the lowest price, technically acceptable approach.

• Evaluation factors: Price and Technical Acceptability. Past performance will also be considered.

• Quoters are advised that USDA intends to award without negotiations; exceptions may lead to technical unacceptability.

• Questions are due by March 30, 2026, at 12:00 P.M. HST.

• A site visit is scheduled for March 26, 2026, at 12:00 P.M. HST.

Statement of Work (SOW) / Performance Work Statement (PWS)

To acquire and install a replacement emergency generator set and automatic transfer switch (ATS) capable of supporting the Hawaii Fruit Fly Facility's (HFFF) essential electrical loads during power outages. The new system is expected to provide standby capacity comparable to or greater than the existing 100 kW generator.

• Decommission and remove the existing generator system, including fuel tank and ATS, and properly dispose of existing diesel fuel.

• Furnish and supply a new diesel-powered emergency generator set (100kW or greater) and a new automatic transfer switch compatible with the facility's electrical system.

• Modify the existing concrete equipment pad or install a new one to accommodate the new generator set (minimum dimensions: 2 feet wide by 14 feet long, 6-inch-thick slab, 8-inch footing).

• Design and install equipment to withstand the corrosive coastal environment.

• Furnish and supply new diesel fuel (up to 550 gallons) for the new generator.

• Perform startup, commissioning, and functional testing.

• Provide operation and maintenance manuals, warranty documentation, as-built drawings, and on-site training.

• All work must comply with applicable federal, state, and local laws, regulations, codes, and USDA requirements.

• Concrete work must comply with applicable codes and industry standards.

• Functional testing must verify proper automatic transfer, load acceptance, and return to normal utility power.

• Spill prevention and environmental protection measures must be implemented during fuel handling and construction.

• Location: Hawaii Fruit Fly Facility (HFFF), 41-650 Ahiki St, Waimanalo, HI 96822.

• Project Schedule: Key deliverables include site assessment (Week 1), shop drawings (Week 2), decommissioning (Week 3), concrete pad work (Week 4), generator/ATS installation (Week 5), testing/commissioning (Week 5), training (Week 6), and final closeout (Week 6).

• Contractor must conduct a site visit to verify existing conditions.

• Shop drawings and submittals require Government review and approval prior to purchase.

• Access to the facility may be restricted on federal holidays and requires at least three days' advance coordination.

• Government owns all technical data, drawings, and deliverables produced under the contract.

• Contractor must comply with APHIS policies, ARS design standards, Executive Order 13717, and environmental protection programs, among others.

Amendment / Modification

This document is a modification to a General Decision Number (GDN) for wage rates in Hawaii. It supersedes a previous decision (HI20250001) and updates the publication date to 01/16/2026. The modification number is 1.
