Replacement of Foldable Knuckle Boom Crane

This is a sole source requirement for a Replacement Foldable Knuckle Boom Crane. The government anticipates awarding a firm, fixed-price contract.

• The primary deliverable is a Replacement Foldable Knuckle Boom Crane, in accordance with NAVSEA Drawing No. 185-8970282.

• The contractor shall provide DoD unique identification or a DoD recognized unique identification equivalent, as per DFARS 252.211-7003.

• Packaging and packing shall be in accordance with ASTM-D-3951, "Standard for Commercial Packing," using "Industry Standard" for unit pack quantity. Prohibited packing materials include asbestos, excelsior, loose fill polystyrene, and newspaper/shredded paper. Non-manufactured wood must be heat-treated and certified.

• Shipments must be via a fully traceable commercial freight method.

• Inspection and acceptance will be at the destination.

• Contract type: Firm Fixed Price.

• Delivery Date: On or before July 31, 2026.

• Offer Due Date: April 09, 2026, at 02:00 PM.

• Questions Deadline: 2 days prior to the solicitation closing date, submitted via email to Sara Robinson (sara.e.robinson.19.civ@us.navy.mil).

• Evaluation: The government will evaluate the offeror's price for reasonableness and past performance as part of the responsibility determination.

• Submission of invoices will be via WAWF (Wide Area WorkFlow).

• This acquisition is unrestricted.

• HUBZone Small Business concerns may be eligible for a price evaluation preference.

• Offerors must be registered in SAM.gov to receive an award.

• All exceptions to the solicitation's terms, conditions, specifications, or statement of work must be noted in the quote. Failure to note exceptions will be assumed as no exception.

• A single award will be made for all items.

This amendment modifies the original solicitation (N0040626QS258) dated March 16, 2026.

• Section A - Solicitation/Contract Form: The FOB Point has been changed from 'Other' to 'Origin (Shipping Point)'.

• Section I - Contract Clauses: Several FAR and DFARS clauses were added.

• Section K - Representations, Certification, & Other Statements: DFARS 252.225-7055 was added.

• Section L - Instructions, Conditions, & Notices to Offerors or Quoters: FAR 52.212-1 was added.

• The Response Due Time has been changed from 10:00 AM to 02:00 PM.

• The Response Due Date has been changed from March 25, 2026, to April 09, 2026.

• The amendment's effective date is April 09, 2026, aligning with the new response due date. However, the solicitation closing date remains unchanged from the original solicitation.

• The delivery destination is SRF-JRMC DET SASEBO JAPAN, FPO AP 96322-1400.

• Transportation costs for FOB Origin procurement will be arranged and paid by NAVSUP WSS. Contractors are not authorized to arrange for transportation or pay costs for shipment.
