Statement of Work (SOW) / Performance Work Statement (PWS)

The objective of this SOW is to obtain a qualified contractor to install and integrate a three-phase buck/boost transformer system. This system will provide the correct voltage and configuration required to safely and reliably supply shore power to the Coast Guard Cutter (CGC) WYACONDA.

• Furnish all labor, materials, equipment, tools, supervision, testing, and documentation for the transformer installation.

• Install a three-phase buck/boost transformer downstream of the utility metering point and upstream of the shore-tie receptacle.

• Replace the existing city-owned transformer configuration with a 208Y/120 VAC Wye configuration.

• Install electrical connections in accordance with the National Electrical Code (NEC) and manufacturer requirements.

• Perform continuity, insulation resistance, and voltage testing prior to energization.

• Verify and document final output voltages at the shore-tie receptacle under no-load conditions.

• Provide transformer data sheets, test results, and a commissioning report.

• Final output voltages at the shore-tie receptacle must be verified and documented.

• All installations must comply with the National Electrical Code (NEC), IEEE 45, MIL-STD-1399 (Section 300), IEEE C57, OSHA 29 CFR 1910, and local AHJ requirements.
