Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The National Aeronautics and Space Administration (NASA)/NSSC intends to issue an 8(a) Sole Source contract to THE SLOAN BROTHERS CO for replacing obsolete lubrication systems on 1247D Ro-Flo compressors. This effort, located at NASA Langley Research Center, involves procuring and commissioning specialized lubrication pump packages and associated hardware. Interested organizations may submit capabilities by June 25, 2026, to challenge the sole source determination.
Purpose & Objective
The objective is to procure, deliver, and commission complete, modern, multi-point lubrication pump packages, inline fluid flow alert switches, specialized drive hardware, and bulk fluid storage assemblies for Ro-Flo Model 23D rotary sliding vane compressors. This will replace existing obsolete lubricating systems at the NASA Langley Research Center Hypersonic / Supersonic Test Facility 1247D / 13 / 120 in Hampton, VA.
Scope of Work
- Provide eight (8) complete, direct-replacement multi-feed lubrication pump packages calibrated for Ro-Flo 23D compressors (4 Left-Hand, 4 Right-Hand).
- Supply eight (8) high-precision drive sheaves for direct belt-driven operation.
- Provide inline-style fluid flow alert switches with Normally Closed (NC) contacts.
- Supply four (4) 5-gallon overhead lubricant supply tanks with low-level sensors.
- Provide comprehensive installation kits including 316 stainless steel high-pressure tubing, terminal check valves, and compression fittings (baseplates excluded).
- All hardware must be compatible with MIL-PRF-17331 extreme-pressure lubricant.
- Lube alert switches must monitor actual fluid movement and trigger fail-safe shutdown on loss of flow, wire break, or power failure.
- Provide on-site, factory-trained technician for installation inspection, line bleeding/priming, sheave alignment, mechanical feed rate calibration, and witness testing of NC fail-safe shutdown loops.
- Provide comprehensive documentation (physical and PDF) and a standard manufacturer warranty of at least one (1) year.
