Scope of Work
This solicitation covers comprehensive services for the RV Confluence, including:
- Repowering: Replacement of the current engine (QSM11 602hp), marine gear (Twin Disc 5090A), and hydraulic pump (PTO Parker 75cc) with new Cummins QSM11, Twin Disc 5096A, and Vickers V20 (or approved equals).
- Hull & Systems: Inspection and repair/replacement of shaft and steering components, relocation/deletion of thru-hulls, and installation of new throttle controls.
- Other Systems: Repair/replacement of the fixed fire suppression system (Fireboy), inspection/repair of Kinematic deck hydraulic winch system, and replacement/repair of the Kinematics KAW 16 x 16 anchor winch.
- Electronics & Navigation: Replacement of the entire electronics and navigation package, including radar, GPS, transducer, radio, antennas, and display screens, with a comprehensive, integrated system.
- Electrical Systems: Rewiring of the 12V/110V system and replacement of the switch panel.
- Mast & Cabin: Removal of the stainless steel mast and replacement with a low-profile aluminum mast, along with cabin roof reinforcement.
- Hull Maintenance: Hull inspection, preservation, and maintenance, including stripping old bottom paint, patching, repairs, and painting.
- Sea Trial: Performance of sea trials to ensure proper function of all new and repaired equipment.

Additional Notes
- The RV Confluence will be delivered to the offeror's location by USFWS personnel. The offeror must be located within a 90-mile radius of Pittsburg Marina, CA.
- All components and hardware must be rated for heavy-duty, commercial marine environments and come with manufacturer's standard warranty and manuals.
- A Relevant Experience Questionnaire (Attachment 1) requires bidders to list up to five completed projects within the last three years, detailing work performed, client information, and contact details. This questionnaire also requests information on key personnel experience and credit references to assess responsibility.
