Scope of Work

The selected contractor will perform an independent FCA for the VA capital asset portfolio within Continental District VISN 16. This involves gathering data on the technical and physical conditions of VA Medical Centers (VAMCs) and VBA Regional Offices. The assessment covers approximately 10.6 million gross square feet across roughly 285 buildings in locations including Alexandria, LA; Biloxi, MS; Fayetteville, AR; Houston, TX; Jackson, MS; Little Rock, AR; N. Little Rock, AR; New Orleans, LA; and Shreveport, LA. A multi-disciplinary field team (Architects, Electrical, Mechanical, Elevator/Transport, Structural Engineers, Cost Estimators) is required. Key tasks include updating the existing FCA database, developing/updating correction costs for deficiencies (graded "D" or "F"), and incorporating FEMA P-154 for seismic hazard assessments. Deliverables include a Draft and Final FCA Update Report.

Contract Details

  • Contract Type: Firm Fixed-Price (for the eventual contract).
  • Period of Performance: 480 calendar days after Notice to Proceed.
  • Set-Aside: This opportunity is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Firms must be registered as an SDVOSB with the SBA at the time of SF 330 submission, award, and contract issuance, and be registered in SAM. Prime firms must meet the small business size standard for NAICS Code 541330. While the entire team does not need to be SDVOSB, compliance with VAAR 852.219-73 is required, and a higher percentage of SDVOSB team members may be viewed favorably.
  • Anticipated Award Date: The tentative new anticipated award date is February 2026.

Submission & Evaluation

Offerors must submit SF 330 qualifications packages.

  • Submission Deadline: September 5, 2025, by 3:00 PM ET.
  • Evaluation Criteria: Demonstrated competence and qualifications based on Specialized Experience and Technical Competence, Professional Qualifications/Team Qualifications, Schedule and Capacity, Past Performance, Location in Geographical Area and Knowledge of Locality, and Use of SDVOSBs/VOSBs/Small Businesses.
  • Past Performance: Past Performance Questionnaires (PPQs) from other agencies are acceptable if they clearly identify the contract, task order number, and a point of contact. Otherwise, the provided SF 330 PPQ must be used. PPQs from non-government clients are also acceptable. Letters of Recommendation are not accepted in lieu of CPARS or PPQs.
  • SF 330 Formatting: Responses must be at least Times New Roman 12-point font (Arial is acceptable), clearly legible, and in a readable PDF format. The font size of the SF 330 form itself is not evaluated. Subconsultant projects can be included in Section F but may not be evaluated as favorably as projects from the proposing firm.
  • Note: VA-CFM does not use REVIT or BIM tools for FCAs. The FCA manual will be provided to the awarded contractor.
