Quick Summary
NAVFAC Washington is conducting market research by requesting Industry Feedback on a potential future opportunity for Construction Manager as Advisor (CMa) services. This Special Notice seeks input on a draft Statement of Work (SOW), draft evaluation criteria, and a suggested pricing structure. This is for informational purposes only and does not constitute a solicitation. Feedback is due by May 14, 2026.
Purpose
NAVFAC Washington aims to gather constructive feedback from industry partners to refine the requirements and evaluation approach for a prospective contract. The input will help shape the final solicitation for CMa services within the NAVFAC Washington Area of Responsibility (AOR).
Scope of Potential Work
The anticipated requirement involves providing comprehensive Program Management (PgM), Project Management (PM), and Construction Management as Advisor (CMa) services. Key responsibilities would include pre-award planning, design, procurement, and post-award construction/post-construction phases for various facility and infrastructure projects (MILCON, FSRM, REIM). Services cover project initiation, planning, design, construction, and closeout. The CMa would manage quality, cost, time, communications, and administration, acting as the Government's advisor. Specific personnel, such as Project Managers, Construction Managers, and Schedulers, with defined experience and certifications, may be required. The place of performance is within the NAVFAC Washington AOR, including installations in Washington D.C., Maryland, and Marine Corps Base Quantico, Virginia.
Potential Evaluation Factors
For a future solicitation, proposals would likely be evaluated on:
- Management Approach: Assessing organizational structure, staffing, and resource scalability.
- Key Personnel: Evaluating qualifications, experience, and certifications of proposed staff.
- Experience: Requiring demonstrated experience across Program Management, Project Management, and Construction Management.
- Safety: Reviewing safety metrics and corporate safety plans.
- Past Performance: Assessing performance on relevant projects using CPARS or questionnaires.
Technical factors (Management Approach, Key Personnel, Experience, Safety) are equally important to each other. Technical factors combined are equally important to Past Performance. Technical factors and Past Performance combined are equally important to Price. Evaluation would use the DoD Combined Technical/Risk Rating Method.
