Request for Information (RFI)

This RFI is issued by the Drug Enforcement Administration (DEA) to conduct market research and preliminary planning. The DEA is seeking information on potential sources with the expertise, capabilities, and experience to provide preventative maintenance and repairs for specific equipment identified in an attached Statement of Work (SOW) and Equipment Inventory. This is NOT a solicitation for proposals or quotes, and no contract will be awarded based on this notice.

Vendors interested in responding should provide:

• Capability Statement (max 10 pages) addressing the following criteria:

  • On-site technicians factory certified for Trane Commercial, Desert Air, Vertiv Liebert computer room CRAC units, and Liebert UPS.
  • On-site technicians skilled in servicing all equipment on the provided inventory list.
  • Past performance related to services stated in the SOW.
  • On-site technicians holding master trade licenses for HVAC and Plumbing.

• Vendor Information:

  • Firm name and point of contact details.
  • Business size standard/status (including small business certifications).
  • Commercial activity/government entity (CAGE) code.
  • Unique Entity Identifier (UEI) number.
  • Corresponding NAICS code.
  • Applicable contract vehicles (e.g., GSA Federal Supply Schedule).

• Responses should be submitted via email in Microsoft Word compatible format.

• Deadline: March 9, 2026, by 11:00 AM ET.

• Small businesses are encouraged to respond.

• Vendors should indicate if requirements can be met on an "all or none" basis, individually or through teaming.

• Responses to this RFI will inform the Government's determination of whether a future solicitation will be unrestricted or set-aside.

• Responses are not offers and cannot form a binding contract.

• The Government is not obligated to acknowledge receipt or provide feedback.

• No proprietary, classified, confidential, or sensitive information should be included.

• All documentation becomes Government property.

• Prior government contract work is not required for this RFI response.

• Participation in this RFI is not a prerequisite for future solicitations but may assist the Government in identifying available companies.

Statement of Work (SOW)

To perform required preventive maintenance and any necessary repairs to identified equipment, adhering to GSA-PBS 5850 or manufacturer recommendations, whichever is more stringent. This includes repairs beyond scheduled preventative maintenance on an as-needed basis.

• Perform preventive maintenance and repairs on DEA-owned mechanical equipment.

• All work must be performed by FACTORY CERTIFIED or otherwise qualified personnel.

• Contractor is responsible for determining personnel needs, scheduling, supervision, and quality control.

• Respond to service calls in a timely manner.

• Minimize noise, dust, and physical impedance during work.

• Prohibit hazardous materials unless absolutely required and approved.

• Restore work areas to a defect-free condition.

• Remove and dispose of all waste in accordance with Federal, State, and local laws.

• Adhere to unique personnel security requirements for access to DEA Headquarters, including limitations on working hours and response times.

• Maintenance and repairs must meet manufacturer's minimum warranty standards.

• Compliance with all applicable Federal, State, and local laws, standards, and regulations (including EPA, OSHA, GSA, ASHRAE, ASME, NFPA, etc.).

• "Acceptable level" of operation is defined as maintaining equipment in unimpaired operating condition and preserving manufacturer's warranty.

• Deficiencies noted during maintenance must be reported to the COR within 24 hours with recommended corrective action.

• DEA Headquarters, Lincoln Place Facility.

• Facility is open 24/7, but scheduled Preventive Maintenance (PM) is to be performed during normal business hours (6:00 a.m. to 6:00 p.m., Monday-Friday), unless otherwise specified or authorized by the COR.

• "Other Than Normal Business Hours" may be required for urgent or emergency repairs, with proposals for differential costs to be submitted.

• Contractor must furnish all supplies, materials, parts, tools, equipment, services, supervision, expertise, and labor.

• Personnel must be FACTORY CERTIFIED or otherwise qualified and provide proof.

• Maintain a Class A Virginia Contractor's license or equivalent.

• Comply with facility restrictions, including those from the building landlord.

• Personnel must undergo extensive background investigations for access to DEA Headquarters.

• Personnel working less than 24 hours/week require escort.

• Develop, implement, and maintain specific Plans (Quality Control, Repair, Preventive Maintenance, Hazardous Materials).

• Submit a written Preventive Maintenance (PM) program and schedule.

• Maintain a Service Call Log and submit monthly Preventive Maintenance Status Reports.

• Respond to service calls based on urgency: Routine (within 24 hours), Urgent (within 1-2 hours), Emergency (immediately, 24/7).

• Invoicing must be in the format required by Federal Acquisition Regulations.

• Contractor is responsible for the first $500 of repair costs unless due to government action/inaction.
