Request for Information (RFI)

This RFI is for information purposes only and is not a Request for Proposal or Quote. The Federal Bureau of Investigation (FBI), Criminal Justice Information Services (CJIS) Division is conducting market research on biometric algorithms commercially available from the industry. This RFI follows previously issued RFIs on the same topic.

The FBI is seeking information on potential solutions in the following areas:

• Company Ownership/Structure

• Secure Build and Compilation Facility (must be physically located within the U.S. for foreign companies)

• Biometric Algorithm (including modalities like rolled fingerprints, latent fingerprints, face recognition, iris recognition, tattoo pattern recognition)

• Transition Approach (for migrating biometric repositories to a new solution)

• Scalability (of technology, infrastructure, and services)

• Software Maintenance (including availability, reliability, documentation, training, and vendor availability)

• Licensing with all Costs (details on types, terms, pricing, support, and restrictions)

• Response Times and Accuracy (supported by benchmark data, e.g., NIST evaluations)

• Submissions must be electronic (Word/Excel/PowerPoint or PDF) and UNCLASSIFIED.

• Maximum of twenty-five (25) one-sided pages, 8 ½ x 11 inches, with one-inch margins, Times New Roman, 12-point font.

• Must follow the heading order found under the Objective section.

• A description of pricing and a pricing template must be included.

• Questions due via E-mail by: June 12th, 2026, Noon Eastern Time.

• Answers posted via SAM.gov by: June 17th, 2026.

• This is not a solicitation and does not commit the government to award a contract.

• Direct Labor: Includes categories, hours, labor rates, and amounts.
• Equipment Purchases: Lists items, quantities, unit prices, and totals.
• Software Purchases: Details items, quantities, unit prices, and totals.
• Other Direct Cost: Includes sections for required travel, material/supplies, and other miscellaneous costs, each with sub-items for quantity, unit price, and total.
