This is a pre-solicitation notice for a non-commercial acquisition for requisite Case Processing Operation Center (CPOC) 2.0 services. These services are essential for the completion of Federal background investigations.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for Contractor-provided Case Processing Operations Center (CPOC) services, which are essential for the personnel security and Federal background investigation mission of the Defense Counterintelligence and Security Agency (DCSA).

The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform CPOC services related to personnel security and Federal background investigations, excluding Government Furnished Property and Equipment. Key services include:

• Telephone and Switchboard Services
• Case Processing (Application Ingestion, Case Maintenance, Item Level Processing, Post Closing)
• Expedited Work fulfillment
• Continuous Vetting support
• Program Management
• Support for future IT system implementation (training, user acceptance testing, program management)
• Adapting to iterative policy and process changes, including Trusted Workforce 2.0.

Performance will be measured based on quality and timeliness, with specific ratings and potential incentives/disincentives outlined in the PWS. DCSA will conduct quarterly inspections and utilize a Contractor Performance Reporting Application (CPRA) to monitor case and item quality. Rebuttals for deficient ratings are permitted within three business days.

The contract is an Indefinite Delivery Indefinite Quantity (IDIQ) with a five-year base period and an optional six-month extension. Task Orders may have up to a 12-month base period plus options. Work will be performed at Boyers, Pennsylvania, St. Louis, Missouri, or alternate approved locations.

• Security: Contractor personnel must have a favorably adjudicated background investigation at the appropriate level (Tier 3 to Tier 5). Physical security, key control, and safeguarding of Government equipment and information are critical.
• Quality Control: Contractor must maintain an effective quality control program and submit an initial Quality Control Plan (QCP) with their proposal.
• Personnel: Key personnel include a Program Manager, IT Manager, and Quality Control Manager, each with specific experience and qualification requirements.
• Reporting: Contractor must report labor hours via SAM.gov and provide various reports and deliverables as specified in Technical Exhibit H.
• Telework/Remote Work: Permitted for classified work under specific conditions and with Government approval.
• Organizational Conflict of Interest (OCI): Restrictions apply to contractors with existing DCSA investigative contracts.

Request for Information (RFI)

This RFI seeks information from potential sources capable of providing case processing operation center services for Federal Background Investigations, managed by the Defense Counterintelligence and Security Agency (DCSA). This is for planning purposes only and does not constitute a Request for Proposal (RFP).

The DCSA is interested in capabilities for:

• Continuous Vetting
• Program Management

  • Program Management and Staffing (management structure, recruitment, training, retention for ~900+ FTEs, workload fluctuation strategy, phase-in plan).
  • Innovation and Transformation (understanding of TW 2.0, IT system transition experience).

• This RFI does not commit the Government to a contract.

• No feedback will be provided on submissions other than acknowledgement of receipt.
